The Standing Committee on Human Resources Development and the Status of Persons with Disabilities met at 11:11 a.m. this day, in Room 701, La Promenade Building, the Chair, Peter Adams, presiding.

Member(s) of the Committee present: Diane Ablonczy, Peter Adams, Bonnie Brown, Paul Crête, Libby Davies, Jean Dubé, Raymonde Folco, Christiane Gagnon, John Godfrey, Judi Longfield, Larry McCormick, Rey Pagtakhan, Judy Sgro, Maurice Vellacott, Bryon Wilfert.

John Godfrey presented the Second Report of the Sub-Committee on Children and Youth at Risk which is as follows:

The Sub-Committee on Children and Youth at Risk, of the Standing Committee on Human Resources Development and the Status of Persons with Disabilities has the honour to present its

SECOND REPORT

Your Sub-Committee on Children and Youth at Risk met on Wednesday, February 23, 2000, to consider its future business and agreed to make the following recommendation with respect to its proposed workplan:
That the Sub-Committee:

  1. Receive a verbal update on the Canadian Policy Research Network's Synthesis Report - What is the Best Policy Mix for Canada's Children? and that Judith Maxwell be invited as a witness on Wednesday, March 15 at 3:30 p.m. The CPRN's presentation may also include comments on the Budget in light of its proposals for an integrated policy framework for children.
  2. That, after hearing the Budget Speech and receiving the update from the Canadian Policy Research Network (CPRN), the Sub-committee decide the sequence of undertaking a study of Early Childhood Development Services - What is the best Model? or a study of Work and Family - Best Practices on the Integration of Work and Family Responsibilities.

John Godrey moved that the Second Report of the Sub-Committee on Children and Youth at Risk be concurred in.

And the question being put on the report, it was concurred in.

John Godfrey moved, That the mandate of the Sub-Committee on Children and Youth at Risk be extended till the end of the calendar year.

The 48 hours notice having been given, it was moved by Maurice Vellacott, -- "That pursuant to Standing Order 108 (1)(a), that a complete 12-column list, encompassing the time period from the inception of the Transitional Jobs Fund Program until April 1, 1999, be tabled with the Committee for distribution to Members. The twelve categories are as follows: 1. MP 2. Constituency 3. Province 4. Project/Company 5. Address of Project/Company 6. Amount of money approved 7. Direct full-time jobs that the application said would be created 8. Direct full-time jobs that were actually created 9. Whether the company is still in business/operation 10. Names of other partners contributing dollars 11. Dollar amounts contributed by other partners 12. Date of approval of application"

The 48 hours notice having been given, it was moved by Diane Ablonczy, -- That to satisfy ourselves and thereby the House and Canadians that HRDC Grants and Contributions program spending meets reasonnable and prudent requirements too safeguard and control, delivers demonstrated and measurable value in relation to public monies spent and meets high standards of transparency and accountability."

It was agreed, -- That the Committee commence its study on HRDC Grants and contributions by hearing HRDC Officials March 2nd followed by James K. Martin, Director General, Internal Audit Bureau, March 14, 2000.

At 11:58 a.m., the Committee adjourned to the call of the Chair.
