The Chair (Mr. Wayne Easter (Malpeque, Lib.)): We'll call the meeting to order. We have a number of motions to deal with this morning. They're on the paper before you.

Carmen, there's a report from you.

Mr. Carmen Provenzano (Sault Ste. Marie, Lib.): The only report I would make as chair of the Sub-committee on Aquaculture, Mr. Chair, is to indicate that the subcommittee was really not able to accomplish what the committee might have hoped for in terms of setting dates and the scope of the trip to the Maritimes.

I would make it clear for the record that the motions that I brought this morning are not in my capacity as chair of the subcommittee, not at all, Mr. Chair and colleagues. I pondered the situation after the meeting of the subcommittee and decided on the spur of the moment that in order to bring this matter to a conclusion, in order to provide a forum for the debate of these motions, this was the way to do it.

I have four motions. I assume we'll deal with them in order, Mr. Chair. The motions are self-explanatory. Then we'll be left to our own devices in terms of getting approval through the House.

The Chair: You have a motion before you. The first motion is that the committee seek an order of reference to travel from October 15 to 25, 2000, to continue their comprehensive study on aquaculture, their statutory review of the Oceans Act, and fisheries issues in Quebec, New Brunswick, Maine, Nova Scotia, Newfoundland, Labrador, and P.E.I.

It is being translated, I believe.

An hon. member: So moved.

Mr. Yvan Bernier (Bonaventure—Gaspé—Îles-de-la-Madeleine—Pabok, BQ): Wayne...?

The Chair: Go ahead, Yvan.

Mr. Yvan Bernier: It was difficult to listen to you over the phone, but I would like to be sure that between October 15 and 25 we will go to Quebec too.

The Chair: Yes.

Mr. Yvan Bernier: Is it included in the proposal?

An hon. member: It's included.

The Chair: We have it as the first stop, Yvan. You're away—you're a priority.

Mr. Yvan Bernier: The first stop...?

The Chair: Yes. I don't know where it'll be on the agenda, but it's on the list: Quebec, New Brunswick, Maine, Nova Scotia, Newfoundland, Labrador, and P.E.I.

Mr. Yvan Bernier: Okay. Thanks. If I were there, I'd vote yes.

The Chair: Okay. All those in favour?

The Chair: The second motion: that the committee travel to Chile during the month of November 2000 to continue their comprehensive study on aquaculture.

An hon. member: So moved.

The Chair: Is there any discussion?

(Motion agreed to)

The Chair: Third motion: that the committee travel to Ontario during the month of October 2000 to continue their comprehensive study on aquaculture.

An hon. member: So moved.

Mr. Yvan Bernier: When is the trip to Japan?

The Chair: We're targeting the month of February 2001.

Mr. Yvan Bernier: Okay.
