MINUTES OF PROCEEDINGS

Meeting No. 42

Tuesday, December 7, 1999

The Standing Committee on Finance met in camera at 3:47 p.m. this day, in Room 307, West Block, the Chair, Maurizio Bevilacqua, presiding.

Members of the Committee present: Maurizio Bevilacqua, Scott Brison, Nick Discepola, Roger Gallaway, Albina Guarnieri, Lorne Nystrom, Gary Pillitteri, Karen Redman, Monte Solberg and Paul Szabo.

Acting Members present: Ian Murray for Roy Cullen; Paul Forseth for Ken Epp,

In attendance: From the Library of Parliament: Odette Madore and Jean Soucy, Researchers; Marion Wrobel, Senior Analyst.

In accordance with its mandate under Standing Order 83.1, the Committee resumed its Pre-Budget Consultations. (See Minutes of Proceedings, Tuesday, November 2, 1999, Meeting No. 2).

The Committee proceeded to consider a draft report.

The Committee proceeded to consider the Introductory Section: "A New Fiscal and Economic Environment".

It was agreed, – That the report would be reviewed to remove the words (and like) "the Committee believes" and replace it with either a recommendation or something which does not imply this that it expresses the opinion of the whole Committee.

It was moved, – That the introductory section be agreed to, without modification.

The question being put on the motion, it was agreed to.

It was moved, – That paragraph 1.8 of Chapter 8 make mention of Parliament’s resolution (36-1) on the Tobin Tax.

After debate, the question being put on the motion, it was negatived.

It was moved, – That the recommendation in paragraph 1.46 of Chapter 1, page 19, be amended to read:The Committee recognizes the government’s commitment to this formula. However, the new fiscal picture, coupled with our understanding that this 50/50 formula was made 30 months ago when projections were limited to 2 years, leads the Committee to recommend that the Government not be bound by the 50/50 formula.

After debate, the question being put on the motion, it was agreed to.

It was moved, – That the recommendation contained in Chapter 2, paragraph 2.8, page 3, be amended to suggest that the government study the implementation of a regulatory budget which would be introduces in parallel with the traditional expenditure budget.

It was agreed, – That the wording would be provided to the Committee members for consideration at a subsequent meeting.

It was moved, -- That the session do now adjourn until Wednesday, December 8, 1999 at 3:30 o’clock, p.m.

The question being put on the motion, it was agreed to.

At 5:04 p.m., the Committee adjourned to the call of the Chair.
