Thursday, May 11, 2000

The Standing Committee on Foreign Affairs and International Trade met at 9:40 a.m. this day, in Room 701, La Promenade Building, the Acting Chair, Carolyn Bennett, presiding.

Members of the Committee present: Sarkis Assadourian, Bob Speller.

Acting Members present: Carolyn Bennett for Bill Graham; Irwin Cotler for Jean Augustine; John Reynolds for Gurmant Grewal; Pauline Picard for Maud Debien; Daniel Turp for Francine Lalonde.

From the Parliamentary Research Branch of the Library of Parliament: David Goetz, Research Officer.

Witnesses: From the Department of Foreign Affairs and International Trade: Darryl Robinson, Legal Officer, United Nations, Human Rights and Humanitarian Law Section. From the Department of Justice: Donald K. Piragoff, General Counsel, Criminal Law Policy Section. From the Department of National Defence: LCol Dominic McAlea, Director of Law International, Office of the Judge Advocate General.

The Order of Reference being read as follows:

ORDERED, -- That Bill C-19, An Act respecting genocide, crimes against humanity and war crimes and to implement the Rome Statute of the International Criminal Court, and to make consequential amendments to other Acts be now read a second time and referred to the Standing Committee on Foreign Affairs and International Trade. Pursuant to Standing Order 75(1), Clause 1 of the Bill was stood.

The Chair called Clause 2.

Darryl Robinson and Donald K. Piragoff each made an opening statement and, with LCol Dominic McAlea, answered questions.

At 11:35 a.m., the Committee proceeded to discuss its future business in camera.

At 11:40 a.m., the Committee adjourned to the call of the Chair.
