Meeting No. 43

Tuesday, May 2, 2000

The Standing Committee on Foreign Affairs and International Trade met at 3:38 p.m. this day, in Room 362, East Block, the Chair, Bill Graham, presiding.

Members of the Committee present: Sarkis Assadourian, Jean Augustine, Colleen Beaumier, Bill Graham, Diane Marleau, Deepak Obhrai, Bernard Patry, Yves Rocheleau.

Acting Member present: Lee Morrison for Gurmant Grewal.

Associate Member present: Murray Calder.

From the Parliamentary Research Branch of the Library of Parliament: Gerald Schmitz and James Lee, Research Officers.

Witnesses: From the As Individual: Robert M. Cutler, Research Fellow, Institute of European and Russian Studies, Carleton University; Denis Leclaire, Professor, Saint Mary's University. From the Centre for Trade Policy and Law of Carleton University: Phil Rourke, Program Director, CIS and Eastern Europe.

Pursuant to Standing Order 108(2), the Committee continued its examination of Canada's foreign policy interests in South Caucasus and Central Asia (See Minutes of Proceedings, Tuesday, April 4, 2000, Meeting No. 35.).

Robert M. Cutler, Denis Leclaire and Phil Rourke each made an opening statement and answered questions.

On motion of Deepak Obhrai, it was agreed that the 24 hours notice requirement, established by the Committee for the consideration of new business on October 21, 1999, be waived in this instance to allow Mr. Obhrai to move a motion.

On motion of Deepak Obhrai, it was agreed that – pursuant to Standing Order 110 and 111, the Committee call to appear before it Grace S. White, appointee to the Board of Directors of Export Development Corporation, so that the committee can examine the qualifications and competence of the appointee in relation to the performance of the duties of the post to which she has been appointed; and that the Committee Clerk make written application to the Minister for the Curriculum Vitae of the Appointee (Grace S. White)

It was agreed – that the Committee issue a Press Release regarding the travel related to its study on advancing Canadian foreign policy interests to the strategic regions of the South Caucasus and Central Asia.

At 5:05 p.m., the Committee adjourned to the call of the Chair.
