Thursday, March 23, 2000

The Standing Committee on Foreign Affairs and International Trade met at 9:39 a.m. this day, in Room 237-C, Centre Block, the Chair, Bill Graham, presiding.

Members of the Committee present: Jean Augustine, Colleen Beaumier, Maud Debien, Bill Graham, Keith Martin, Ted McWhinney, Denis Paradis, Bernard Patry, Bob Speller.

Acting Member present: Pauline Picard for Francine Lalonde.

Associate Members present: Irwin Cotler.

Other Member present: Libby Davies.

From the Parliamentary Research Branch of the Library of Parliament: Gerald Schmitz and James Lee, Research Officers.

Witnesses: As Individual: Ron Cleminson, Former Commisioner on the UNSCOM Commission. From Campaign to end sanctions against the People of Iraq: Linda Morgan, Spokesperson. From the National Council on Canada - Arab Relations: Mazen Chouaib, Executive Director; Ian Watson, Senior Advisor. As Individual: Denis Halliday, Former UN humanitarian coordinator for Iraq. From Oilexco: Arthur Millholland, President. From The Markland Group: Doug Scott, President.

Pursuant to Standing Order 108(2), the Committee continued to examine of the sanctions against Iraq. (See Minutes of Proceedings, Tuesday, March 21, 2000, Meeting No. 29.)

Ron Cleminson, Linda Morgan, Mazen Chouaib, Ian Watson, Denis Halliday, Arthur Millholland and Doug Scott each made an opening statement and answered questions.

At 12:09 p.m., the Committee adjourned to the call of the Chair.
