Meeting No. 14

Tuesday, December 7, 1999

The Standing Committee on Foreign Affairs and International Trade met at 9:44 a.m. this day, in Room 362, East Block, the Chair, Bill Graham, presiding.

Members of the Committee present: Jean Augustine, Colleen Beaumier, Maud Debien, Bill Graham, Ted McWhinney, Fred Mifflin, Denis Paradis, Bernard Patry, Svend Robinson, Bob Speller.

From the Parliamentary Research Branch of the Library of Parliament: Gerald Schmitz, James Lee, Research Officers.

Witnesses: From the Department of Foreign Affairs and International Trade: Paul Durand, Director General, Latin America and Caribbean Bureau; Nicholas Coghlan, First Secretary, Canadian Embassy in Colombia. From the Canadian International Development Agency: Joanne Goulet, Director, Brazil, Southern Cone, Colombia, South America Division; Leonard Good, President.

Pursuant to Standing Order 108(2) the Committee resumed its consideration of the human rights situation in Colombia.

Paul Durand, Nicholas Coghlan and Joanne Goulet each made an opening statement and answered questions.

At 11:06 a.m., the sitting was suspended.

At 11:15 a.m., the sitting resumed.

Pursuant to Standing Orders 110(1) and 111, the Committee commenced its examination of Order in Council Appointment P.C. 1999-1797. (Len Good, President of CIDA)

Leonard Good made an opening statement and answered questions.

At 12:00 p.m., the Committee adjourned to the call of the Chair.
