Meeting No. 21

Thursday, March 16, 2000

The Standing Committee on Agriculture and Agri-Food met at 11:14 a.m., this day, in Room 536, Wellington Building, the Chair, John Harvard, presiding.

Members of the Committee present: Hélène Alarie, Rick Borotsik, Murray Calder, Odina Desrochers, John Harvard, Howard Hilstrom, Gar Knutson, Larry McCormick, Joe McGuire, Ian Murray, Dick Proctor, Gerry Ritz, Paul Steckle, Rose-Marie Ur.

Acting Members present: Gerry Byrne for Mark Assad; Rick Casson for Garry Breitkreuz; Charlie Hubbard for Rose-Marie Ur.

In attendance: From the Parliamentary Research Branch - Library of Parliament: Frédéric Forge, Researcher; Jean-Denis Fréchette, Economist.

Pursuant to Standing Order 108(2), the Commitee proceeded to examine its future business.

Hélène Alarie moved, -- That, the Standing Committee on Agriculture and Agri-Food follow up immediately on the motion carried in committee on December 15, 1999, which read as follows:

-- That this Committee study and report to the House about a clear and mandatory labelling mechanism for genetically modified organisms and

-- That the Sub-Committee on Agenda and Procedure meet to establish an agenda for the calling of witnesses starting in March 2000, to follow up on the motion carried on December 15, 1999.

After debate, the question being put on the motion, it was negatived on the following division:

YEAS: 6. Howard Hilstrom; Rick Casson; Hélène Alarie; Odina Desrochers; Dick Proctor; Rick Borotsik.

NAYS: 8. Gerry Byrne; Murray Calder; Gar Knutson; Larry McCormick; Joe McGuire; Ian Murray; Paul Steckle; Rose-Marie Ur.

Murray Calder moved; -- That , Whereas, this Committee passed the following Motion on December 15, 1999:

--That, this Committee study and report to the House about a clear and mandatory labeling mechanism for genetically modified organisms.

Whereas, such a study would also be of interest to the Standing Committee on Health.

The Chair of this Committee undertake immediate discussions with the Chair of the Standing Committee on Health with a view towards establishing an appropriate Sub-Committee on both Committees and that he report to this Committee no later than two weeks from today.

After debate, the question being put on the motion, it was agreed to on the following division:

YEAS: 8. Gerry Byrne; Murray Calder; Gar Knutson; Larry McCormick; Joe McGuire; Ian Murray; Paul Steckle; Rose-Marie Ur.

NAYS: 4. Howard Hilstrom; Rick Casson; Dick Proctor; Rick Borotsik

It was agreed, -- following a request pursuant to Standing Order 106(3), signed by Rick Borotsik, Hélène Alarie, Dick Proctor and Howard Hilstrom, requesting the appearance of the Hon. Arthur Eggleton, Minister responsible for the Emergency Preparedness Canada along with departmental officials from Agriculture Canada,

-- That, the Minister will appear before the Committee on May 2, 2000, at 3:30 p.m.

It was agreed, following Howard Hilstrom's motion which reads as follows:

That, pursuant to Standing Order 81 (7 & 8), the committee hold meetings to consider and report on the 2000-01 Main Estimates for the Department of Agriculture and Agri-Food; -- That, the committee invite the Minister and senior officials to appear before the committee as soon as possible after March 30, 2000 but no later than May 31, 2000; -- That, the Minister provide information relating to future expenditure plans and priorities of the Department; and -- That, the committee consider and report recommendations on the future expenditure plans and priorities of the Department no later than June 3, 2000,

-- That, the Minister of Agriculture and Agri-Food and senior officials will appear before the Committee on April 4, 2000, at 12:30 p.m.

At 12:30 p.m., the Committee adjourned to the call of the Chair.
