Meeting No. 13

Friday, November 19, 1999

The Standing Committee on Aboriginal Affairs and Northern Development met at 9:05 a.m. this day, in Vancouver, BC, Crowne Plaza Hotel Georgia, the Chair, Sue Barnes, presiding.

Members of the Committee present: Claude Bachand, Sue Barnes, John Finlay, Ghislain Fournier, Jim Gouk, David Iftody, Nancy Karetak-Lindell, Gerald Keddy, John O'Reilly.

Acting Members present: Val Meredith for Derrek Konrad; John Cummings for Mike Scott; Libby Davies for Louise Hardy.

Other Member present: Paul Forseth.

In attendance: From the Library of Parliament: Mary Hurley; Tonina Simeone, Research Officers.

Witnesses: From the C.D. Howe Institute: John Richards, Adjunct Scholar. As an individual: Mike Harcourt, Former Premier of British Columbia. From Laurier Institution (The): Dr. Roslyn Kunin, Executive Director. From R.M. Richardson and Associates: Robin M. Richardson, President. From the University of Victoria: Rod Dobell, Professor of Public Policy. From the David Suzuki Foundation: Jim Fulton, Executive Director.

Pursuant to its Order of Reference of Monday, November 1st, 1999, the Committee resumed consideration of Bill C-9, An Act to give effect to the Nisga'a Final Agreement (See Minutes of Proceedings, Wednesday, November 3, 1999, Meeting No. 3).

The Committee resumed consideration of Clause 2.

John Richards, Mike Harcourt, and Roslyn Kunin made statements.

At 9:51, a.m., the sitting was suspended.

At 9:52, a.m., the sitting resumed.

Rod Dobell and Jim Fulton made statements and, with the other witnesses, answered questions.

At 12:00 p.m., the Committee adjourned to the call of the Chair.
