PRIVATE MEMBERS' BUSINESS

At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

Mr. Pankiw (Saskatoon -- Humboldt), seconded by Mr. Ritz (Battlefords -- Lloydminster), moved, -- That, in the opinion of this House, the Employment Equity Act should be repealed since it is costly, unnecessary, and in contravention of the merit principle with respect to hiring and promotion. (Private Members' Business M-104)

Debate arose thereon.

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Scott (Solicitor General of Canada), seconded by Ms. Robillard (Minister of Citizenship and Immigration), -- That Bill C-3, An Act respecting DNA identification and to make consequential amendments to the Criminal Code and other Acts, be referred forthwith to the Standing Committee on Justice and Human Rights.

The debate continued.

The question was put on the motion and, pursuant to Standing Order 45, the recorded division was deferred until Tuesday, November 4, 1997, at the expiry of the time provided for Government Orders.

Pursuant to Standing Order 32(2), Mr. Adams (Parliamentary Secretary to the Leader of the Government in the House of Commons) laid upon the Table, -- Government responses, pursuant to Standing Order 36(8), to the following petitions:

-- Nos. 361-0006, 361-0074 and 361-0075 concerning housing policy. -- Sessional Paper No. 8545-361-1;

-- No. 361-0013 concerning the tax on gasoline. -- Sessional Paper No. 8545-361- 2;

-- No. 361-0051 concerning taxes on books. -- Sessional Paper No. 8545-361-3.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Grewal (Surrey Central), seconded by Mr. Anders (Calgary West), Bill C-270, An Act to provide defined contribution pensions for the Public Service, the Canadian Forces and the Royal Canadian Mounted Police, to be managed and invested by a private sector manager, and to amend the Income Tax Act and certain other Acts in consequence thereof, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Grewal (Surrey Central), seconded by Mr. Johnston (Wetaskiwin), Bill C-271, An Act respecting the territorial integrity of Canada, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Robinson (Burnaby -- Douglas), seconded by Mrs. Desjarlais (Churchill), Bill C-272, An Act respecting conscientious objection to the use of taxes for military purposes, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Presenting Petitions

Pursuant to Standing Order 36, a petition certified correct by the Clerk of Petitions was presented as follows:

-- by Mr. Adams (Peterborough), one concerning pay equity (No. 361-0133).

GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Justice and Human Rights of Bill C-12, An Act to amend the Royal Canadian Mounted Police Superannuation Act.

Mr. Cauchon (Secretary of State (Federal Office of Regional Development -- Quebec)) for Mr. Scott (Solicitor General of Canada), seconded by Ms. McLellan (Minister of Justice), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Justice and Human Rights.

Debate arose thereon.

QUORUM

The attention of the Speaker was drawn to the lack of a quorum and, fewer than 20 members having been counted, pursuant to Standing Order 29(3), the bells were rung to call in the Members.

After one minute, a quorum was found.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Scott (Solicitor General of Canada), seconded by Ms. McLellan (Minister of Justice), -- That Bill C-12, An Act to amend the Royal Canadian Mounted Police Superannuation Act, be now read a second time and referred to the Standing Committee on Justice and Human Rights.

The debate continued.

The question was put on the motion and it was agreed to on division.

Accordingly, the Bill was read the second time and referred to the Standing Committee on Justice and Human Rights.

PROCEEDINGS ON ADJOURNMENT MOTION

At 5:00 p.m., by unanimous consent, the question "That this House do now adjourn" was deemed to have been proposed.

After debate, the question was deemed to have been adopted.
