Mr. Volpe (Eglinton -- Lawrence), from the Standing Committee on Health, presented the 2nd Report of the Committee (Natural Health Products: A New Vision). -- Sessional Paper No. 8510-361-102.

Pursuant to Standing Order 109, the government was requested by the Committee to table a comprehensive response.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Calder (Dufferin -- Peel -- Wellington -- Grey), seconded by Mr. O'Reilly (Haliburton -- Victoria -- Brock), Bill C-454, An Act to provide for the recognition of the Canadian Horse as the national horse of Canada, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Motions

By unanimous consent, it was resolved, -- That the 42nd Report of the Standing Committee on Procedure and House Affairs, presented earlier this day, be concurred in.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

GOVERNMENT ORDERS

The Order was read for the consideration at report stage of Bill C-51, An Act to amend the Criminal Code, the Controlled Drugs and Substances Act and the Corrections and Conditional Release Act, as reported by the Standing Committee on Justice and Human Rights with amendments.

Mr. Anderson (Minister of Fisheries and Oceans) for Ms. McLellan (Minister of Justice), seconded by Ms. Copps (Minister of Canadian Heritage), moved, -- That the Bill be concurred in at report stage.

The question was put on the motion and it was agreed to on division.

Accordingly, the Bill was concurred in at report stage.

Pursuant to Standing Order 76.1(11), the Order was read for the third reading of Bill C-51, An Act to amend the Criminal Code, the Controlled Drugs and Substances Act and the Corrections and Conditional Release Act.

Mr. Anderson (Minister of Fisheries and Oceans) for Ms. McLellan (Minister of Justice), seconded by Ms. Copps (Minister of Canadian Heritage), moved, -- That the Bill be now read a third time and do pass.

Debate arose thereon.

PRIVATE MEMBERS' BUSINESS

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

Mr. Riis (Kamloops, Thompson and Highland Valleys), seconded by Mr. Laliberte (Churchill River), moved, -- That, in the opinion of this House, the government should consider making employer-provided transit passes an income tax-exempt benefit. (Private Members' Business M-360)

Debate arose thereon.

Pursuant to Standing Order 93, the Order was dropped to the bottom of the order of precedence on the Order Paper.

MOTIONS

By unanimous consent, it was resolved, -- That the 13th Report of the Standing Committee on Procedure and House Affairs, presented on Thursday, November 26, 1997, be concurred in.

MESSAGE FROM THE SENATE

    ORDERED: That a message be sent to the House of Commons to acquaint that House that the Standing Joint Committee on the Library of Parliament has been authorized to examine the expenditures set out in Parliament Vote 10b of the Supplementary Estimates (B) for the fiscal year ending March 31, 1999.
    ORDERED: That a message be sent to the House of Commons to acquaint that House that the Standing Joint Committee on Official Languages has been authorized to examine the expenditures set out in Privy Council Vote 25b of the Supplementary Estimates (B) for the fiscal year ending March 31, 1999.
    ORDERED: That a Message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-37, An Act to amend the Judges Act and to make consequential amendments to other Acts, with the following amendments:
    1. Page 1, Clause 1: Delete Clause 1 and renumber subsequent clauses accordingly.
    2. Page 3, Clause 6: In the French version, replace line 4 with the following:
      ``de la rémunération des juges chargée''.
    3. Page 3, Clause 6: Add after line 7, on page 3, the following:
      ``(1.1) In conducting its inquiry, the Commission shall consider
        (a) the prevailing economic conditions in Canada, including the cost of living, and the overall economic and current financial position of the federal government;
        (b) the role of financial security of the judiciary in ensuring judicial independence;
        (c) the need to attract outstanding candidates to the judiciary; and
        (d) any other objective criteria that the Commission considers relevant.''.
    4. Page 4, Clause 6: Replace line 14 with the following:
      ``a report of the Commission within six months after receiving it.''.
    5. Page 6, Clause 9: Delete Clause 9 and renumber subsequent clauses accordingly.
    6. Pages 6, 7 and 8, Clause 10: Delete Clause 10 and renumber subsequent clauses accordingly.
    7. Page 8, Clause 11: Delete Clause 11 and renumber subsequent clauses accordingly.
    8. Page 13, Clause 21: Replace lines 1 to 3 with the following:
