Pursuant to Standing Order 30(5), the House proceeded to Oral Questions.

MOTIONS

By unanimous consent, it was resolved, -- That this House expresses its profound dismay and sorrow concerning the atrocities being suffered by the civilian population in Kosovo and, in anticipation of winter, this House calls on the Government of the Federal Republic of Yugoslavia and the parties involved in this inhuman confrontation to put down arms immediately and start negotiating a solution with the help of international organizations like the United Nations and the Organization for Security and Co-operation in Europe, and other organisations whose belief is that there could be a lasting, peaceful and political solution.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Wappel (Scarborough Southwest), seconded by Mr. Lee (Scarborough -- Rouge River), Bill C-436, An Act to amend the Canadian Security Intelligence Service Act (recommendations of the Review Committee), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Health of Bill C-42, An Act to amend the Tobacco Act.

Mr. Vanclief (Minister of Agriculture and Agri-Food) for Mr. Rock (Minister of Health), seconded by Ms. Copps (Minister of Canadian Heritage), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Health.

PRIVATE MEMBERS' BUSINESS

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

Mr. Doyle (St. John's East), seconded by Mr. Herron (Fundy -- Royal), moved, -- That, in the opinion of this House, the government should review the current equalization program formula with a view to decreasing the clawback on provincial revenues from resource development projects. (Private Members' Business M-424)

Debate arose thereon.

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.
