MINUTES OF PROCEEDINGS

Meeting No. 54

Thursday, February 18, 1999

The Standing Committee on Natural Resources and Government Operations met at 11:08 a.m. this day, in Room 209, West Block, the Chair, Brent St. Denis, presiding.

Members of the Committee present: Réginald Bélair, Roy Cullen, Pierre de Savoye, John Duncan, Marlene Jennings, Carolyn Parrish, Carmen Provenzano, Werner Schmidt, Ben Serré, Brent St. Denis.

Acting Members present: Rob Anders for David Chatters, Yvon Charbonneau for Gerry Byrne and Julian Reed for Tony Ianno.

In attendance: From the Library of Parliament: Jean-Luc Bourdages and Jack Stillborn, Researchers.

Witnesses: From the Climate Change Secretariat: David Oulton, Head and Ian McGregor, Deputy Head.

Pursuant to Standing Order 108(2) and the terms of reference adopted by the Committee on April 23, 1998, the Committee resumed its study on climate change.

David Oulton made a statement and with the other witness answered questions.

At 12:10 p.m., the sitting was suspended.

At 12:12 p.m. the sitting resumed in camera to consider future business.

It was agreed, - That the Minister of Natural Resources and the Minister of Public Works and Government Services be invited to appear before the Committee with respect to the Main Estimates for the fiscal year ending March 31, 2000.

It was agreed, - That the Committee hold two meetings on the matter of rural telecommunmications and that representatives of Industry Canada, the CRTC, telecommunications providers and consumer groups be invited to appear.

It was agreed, - That ten members of the Committee (5 Liberals, 2 Reformers, 1 Bloc Québécois, 1 New Democrat and 1 Progressive Conservative) and the necessary staff travel to British Columbia to examine forest practices on the Mid-Coast and hold hearings from May 17 to 19, 1999 and that the Clerk of the Committee be authorized to prepare the necessary documentation, including a budget proposal.

At 12:30 p.m., the Committee adjourned to the call of the Chair.
