MINUTES OF PROCEEDINGS

Monday, DECEMBER 8, 1997


The Standing Committee on Justice and Human Rights met in camera at 3:38 p.m. this day, in Room 536, Wellington Building, the Chair, Shaughnessy Cohen, presiding.

Members of the Committee present: Eleni Bakopanos, Shaughnessy Cohen, Peter G. MacKay, John Maloney and Andrew Telegdi.

Acting Members present: John Bryden for Paul DeVillers, Ian Murray for Nick Discepola, Paddy Torsney for Sheila Finestone, John McKay for Gurbax Malhi and Pierre de Savoye for Michel Bellehumeur.

In attendance: From the Research Branch of the Library of Parliament: Philip Rosen, Senior Analyst and Mary C. Hurley, Research Officer. From the Committees and Legislative Services Directorate: Suzanne Verville, Legislative Clerk.

The Committee resumed consideration of its Order of Reference dated Thursday, October 30, 1997, relating to draft Regulations on firearms (See Minutes of Proceedings dated Wednesday, November 19, 1997, meeting No. 7).

The Committee commenced consideration of a draft report.

It was agreed,--That the Draft Report, as amended, be concurred in.

It was agreed,--That the Chair be authorised to make such grammatical and editorial changes to the report as may be necessary without changing the substance of the report.

It was agreed,--That the Committee request that the Government provide a comprehensive response to this report.

It was agreed,--That the Committee authorise the printing of dissenting opinions as appendices to the report, immediately after the signature of the Chair and that dissenting opinions not exceeding six (6) pages be submitted to the clerk in both official languages, on a diskette, no later than 2:00 p.m., on Tuesday, December 9, 1997.

It was agreed,--That the Chair table the report as the Fourth Report to the House.

At 5:16 p.m., the Committee adjourned to the call of the Chair.
