Meeting No. 130

Wednesday, March 24, 1999

The Standing Committee on Justice and Human Rights met at 4:40 p.m. this day, in Room 371, West Block, the Chair, John Maloney, presiding.

Member(s) of the Committee present: Reg Alcock, Eleni Bakopanos, Michel Bellehumeur, Chuck Cadman, Paul DeVillers, Ivan Grose, Peter MacKay, John Maloney, Peter Mancini, John McKay, John Reynolds and Jacques Saada.

Acting Member(s) present: Eric Lowther for Jim Abbott, Pierre Brien for Richard Marceau, Richard Harris for Chuck Cadman.

Other Member present: Albina Guarnieri.

In attendance: From the Library of Parliament: Marilyn Pilon, Researcher and Philip Rosen, Senior Analyst.

Pursuant to its Order of Reference dated Thursday, October 22, 1998, the Standing Committee on Justice and Human Rights resumed consideration of Bill C-251, An Act to amend the Criminal Code and the Corrections and Conditional Release Act (cumulative sentences). (See Minutes of Proceedings dated Tuesday, December 1st, 1998, Meeting No. 106)

The Committee proceeded to Clause-by-Clause consideration of the Bill.

The Chair called Clause 1.

Clause 1 was negatived, by a show of hands - YEAS: 3, NAYS: 9.

Clause 2 was negatived, by a show of hands - YEAS: 3, NAYS: 8.

The Title was negatived, by a show of hands - YEAS: 3, NAYS: 8.

It was agreed, -- That the Chair report Bill C-251 to the House.

At 4:44 p.m., the sitting was suspended.

At 4:49 p.m., the sitting resumed in camera.

Pursuant to Standing Order 68(4)(a) and the Order of Reference dated Thursday, October 30, 1997, the Standing Committee on Justice and Human Rights resumed consideration of the Criminal Code impaired driving provisions. (See Minutes of Proceedings dated Wednesday, February 3, 1999, Meeting No. 109).

The Committee proceeded to discuss its draft report.

At 6:20 p.m., the Committee adjourned to the call of the Chair.
