MINUTES OF PROCEEDINGS

Monday, March 30, 1998

The Standing Committee on Finance met at 3:31 o’clock p.m., this day, in Room 308, West Block, the Chair, Maurizio Bevilacqua, presiding.

Members of the Committee present: Maurizio Bevilacqua, Gary Pillitteri, Karen Redman, Gerry Ritz, Monte Solberg and Paddy Torsney.

Acting Members present: Jim Abbott for Gerry Ritz to 4:50 p.m., Bill Casey for Scott Brison, Francine Lalonde for Yvan Loubier; Roy Cullen for Tony Valerie; Werner Schmidt for Dick Harris.

Associate Member present: Lorne Nystrom.

Other Member present: Joe Fontana.

In attendance: From the Research Branch of the Library of Parliament: Richard Domingue and Marion G. Wrobel, Research Officers.

Witnesses: As an Individual: Douglas Clark, C.A. From the Canadian Banking Ombudsman: Michael Lauber. From the Canadian Association of Insurance and Financial Advisors: André Richard, Member, Parliamentary Advisory Committee; Susan St. Amand, Member, Parliamentary Advisory Committee; Mark McCarvill, Director, Government Relations. From the Canadian Life and Health Insurance Association: Greg Traversy, Executive Vice-President, Policy Development; Jean-Pierre Bernier, Vice-President and General Counsel; Frank Zinatelli, Associate General Counsel.

In accordance with its mandate under Standing Order 108(2) the committee resumed its study of the Tied Selling provisions in the Bank Act. (See Minutes of Proceeding, dated March 30, 1998, Meeting No 63).

Douglas Clark made a statement and answered questions.
