Meeting No. 76

Thursday, October 29, 1998

The Standing Committee on Foreign Affairs and International Trade met at 9:11 a.m. this day, in Room 308, West Block, the Chair, Bill Graham, presiding.

Members of the Committee present: Sarkis Assadourian, Colleen Beaumier, Maud Debien, Bill Graham, Bernard Patry, Charlie Penson, Julian Reed, Benoît Sauvageau, Bob Speller, Daniel Turp.

In attendance: From the Library of Parliament: Gerald Schmitz and Daniel Dupras.

Appearing: Tony Valeri, M.P., Parliamentary Secretary for the Minister of Finance.

Witnesses: From the Department of Finance: Terry Collins-Williams, Director, International Trade Policy Division; Carole Nelder-Corvari, Chief, Trade Remedies and General Economic Relations; Pat Saroli, Senior Economist. Pursuant to an Order of Reference of the House dated Friday, September 25, 1998, the Committee commenced its consideration of Bill C-35, An Act to amend the Special Import Measures Act and the Canadian International Trade Tribunal Act.

The Chair read the Order of Reference, which is as follows:

Ordered, --That Bill C-35, An Act to amend the Special Import Measures Act and the Canadian International Trade Tribunal Act, be read a second time and, by unanimous consent, referred to the Standing Committee on Foreign Affairs and International Trade.

The Chair called Clause 1.

Tony Valeri, Lawrence Herman, Jean Van Loon, Peter Clark, K.Wayne Brush, Dalton Albrecht and Ken MacDonald each made an opening statement and, with Terry Collins-Williams, Robert Séguin, Pat Saroli, Terry Stobo and Robert Lancop, answered questions.

By unanimous consent, it was agreed, --That the Sub-Committee on Human Rights and International Development be composed of nine (9) members or associate members of the Committee of which five (5) shall be government members, namely Colleen Beaumier as Chair, Jean Augustine, Paul Bonwick, Claudette Bradshaw and Sheila Finestone and four (4) shall be opposition members namely Keith Martin, Maud Debien, Svend Robinson and Diane St-Jacques.

By unanimous consent, it was agreed, --That the Sub-Committee on International trade, Trade Disputes and Investment be composed of nine (9) members or associate members of the Committee of which five (5) shall be government members namely Sarmite Bulte as Chair, Sarkis Assadourian, Murray Calder, Raymonde Folco and Bob Speller and four (4) shall be opposition members namely Charlie Penson, Benoît Sauvageau, Bill Blaikie and André Bachand.

The witnesses continued to answer questions.

At 11:21 p.m., the Committee adjourned to the call of the Chair.
