Wednesday, May 26, 1999

The Standing Committee on Citizenship and Immigration met at 3:21 p.m. this day, in Room 237-C, Centre Block, the Chair, Rey Pagtakhan, presiding.

Members of the Committee present: Jean Augustine, Leon Benoit, Raymonde Folco, Sophia Leung, Steve Mahoney, Grant McNally, Réal Ménard, Rey Pagtakhan and Andrew Telegdi.

Acting Member present: Libby Davies for Pat Martin.

Associate Member present: Libby Davies.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Margaret Young, Research Officer.

Appearing: The Hon. Lucienne Robillard, Minister of Citizenship and Immigration.

Witnesses: From the Department of Citizenship and Immigration: Janice Cochrane, Deputy Minister; Michel Dorais, Associate Deputy Minister; Greg Fyffe, Assistant Deputy Minister, Policy and Program Development; Martha Nixon, Assistant Deputy Minister, Operations; Georges Tsaï, Assistant Deputy Minister, Corporate Services; Joan Atkinson, Director General, Selection Branch; Gerry Van Kessel, Director General, Refugees; Jeff LeBane, Director General, International Regions; William A. The Order of Reference from the House of Commons dated Monday, March 1, 1999 in relation to the Main Estimates for the Fiscal year ending March 31, 2000 being read as follows:

That Vote 1, 5, 10 and 15 under Citizenship and Immigration be referred to the Standing Committee on Citizenship and Immigration.

The Chair called Votes 1, 5 and 10 under Citizenship and Immigration and pursuant to Standing Order 81(4), proceeded to consider the Report on Plans and Priorities. The Committee also resumed consideration of the Citizenship and Immigration Performance Report ended March 31, 1998. (See Minutes of Procedings of Wednesday, December 9, 1998, Meeting No. 45)

The Minister made a statement and, with the witnesses, answered questions.

At 5:35 p.m., the Committee adjourned until 9:00 a.m. Thursday, May 27, 1999.
