MINUTES OF PROCEEDINGS

Meeting No. 40

Wednesday, November 4, 1998

The Standing Committee on Citizenship and Immigration met at 3:47 p.m. this day, in Room 208, West Block, the Chair, Rey Pagtakhan, presiding.

Members of the Committee Committee present: Mark Assad, Leon Benoit, Raymonde Folco, Steve Mahoney, John McKay, Réal Ménard, Rey Pagtakhan and Andrew Telegdi.

Acting Members present: Denis Coderre for Jean Augustine and Gurmant Grewal for Grant McNally.

In attendance: From the Library of Parliament: Margaret Young, Research Officer.

The Committee resumed from October 28, 1998, consideration of the FIFTH REPORT of the Sub-Committee on Agenda and Procedure.

Réal Ménard moved, - That the Report be amended by deleting Recommendation 5 (c) and substituting the following therefor:

(c) To study the impact of criminality on the immigration process.

The Committee should study the fact that, every year, thousands of people use criminal organizations to obtain entry into another country.

There are three aspects of the relationship between organized crime and the clandestine entry of immigrants that could be analysed by the Committee:

1) the entry itself;

(2) entry plus human exploitation; and

(3) clandestine entry for the purpose of facilitating other criminal activity, such as fraud, credit cards, drug trafficking and car theft.

Gurmant Grewal moved, - That the amendment be amended by deleting the words "another country" in the second paragraph and substituting the following therefor: "Canada" and in the third paragraph in (3) deleting the word "and" after the word "drug trafficking" and substituting the following therefor: "comma", and adding after the word "theft" the following thereto: "and terrorism, etc.".

After debate, the question being put on the amendment to the amendment, it was negatived on the following division: YEAS: 3; NAYS: 5.

After further debate, the question being put on the amendment, it was negatived on the following recorded division:

YEAS: Leon Benoit, Réal Ménard, Gurmant Grewal - (3).

NAYS: Mark Assad, Denis Coderre, Steve Mahoney, John McKay, Andrew Telegdi - (5).

Steve Mahoney moved, - That the Report be amended by deleting Recommendation 5 (c) and substituting the following therefor:

(c) Business Visas, Economic Immigrants, Investor Immigrants and the U.S. Visas Issues.

After debate, the question being put on the amendment, it was agreed to in the following division: YEAS: 6; NAYS: 2.

At 4:32 p.m., the Committee adjourned to the call of the Chair.
