Meeting No. 67

Thursday, June 10, 1999

The Standing Committee on Aboriginal Affairs and Northern Development met at 9:10 a.m. this day, in Room 306, West Block, the Chair, Guy St-Julien, presiding.

Members of the Committee present: John Bryden, John Finlay, Louise Hardy, Gerald Keddy, Derrek Konrad, Robert D. Nault, Mike Scott, Guy St-Julien and Bryon Wilfert.

Acting Members present: Pierre de Savoye for Claude Bachand, Ovid Jackson for Sue Barnes, Jacques Saada for David Iftody, Ivan Grose for Nancy Karetak-Lindell, Bob Speller for Lawrence O'Brien. At 10:06 a.m., Lynn Myers for Bryon Wilfert.

In attendance: From the Research Branch of the Library of Parliament: Mary Hurley and Jill Wherrett, Research Officers.

Pursuant to Standing Order 108(2), the Committee resumed consideration of its review of the administration of Leases under the Indian Act.

John Bryden moved, -That this Committee agree to recommend to the Minister that the Department of Indian and Northern Affairs and the Musqueam Band share equally in the cost of a buyout of the leasehold interests of the tenants in Parcel A at 66.66 percent of the appraised value of those interests.

After debate,

John Bryden moved, -That the motion be amended by replacing the words "66.66 per cent" with the words "a percentage".

After debate,

By unanimous consent, it was agreed, -That the motion and the amendment be allowed to stand.

At 10:02 a.m., by unanimous consent, the Committee resumed consideration of its Order of Reference, Pursuant to Standing Order 108(2), crisis in the emergency medical evacuation system in the North. (See Minutes of Proceedings dated Tuesday, June 8, 1999, Meeting No. 66)

Pierre de Savoye moved, That the Committee recommend to the Minister of Transport, the Minister of Health and the Minister of Indian Affairs and Northern Development reconsideration of:

1. An interim duty-time waiver for Air Inuit approximating pre-Canadian Aviation Regulation (CARs) standards, in cases of odd and extreme events.

2. Such a waiver to be conditional upon a strict operational specification, to be determined in conjunction with Transport Canada.

3. Such a waiver to be in force until the permanent ability to respond to extreme emergency events in Nunavik is reasonably ensured.

After debate,

Derrek Konrad moved, -That the motion be amended by replacing the words "Air Inuit" with the words "air carriers in northern and remote areas", and by replacing the word "Nunavik" with the words "northern and remote areas".

The question was put on the amendment, and it was agreed to.

Pierre de Savoye moved, -That the Committee further recommend to the Ministers of Transport, Health and Indian Affairs and Northern Development:

That the government of Canada, in consultation with the provinces, ensure that emergency medical response services are available in remote and northern areas 24 hours a day.

The question was put on the motion and it was agreed to.

ORDERED -That the Chair convey the Committee's recommendations on emergency medical response services by letter to the Ministers of Transport, Health, and Indian Affairs and Northern Development.

At 10:45 a.m., the Committee adjourned to the call of the Chair.
