Meeting No. 57

Thursday, March 18, 1999

The Standing Committee on Aboriginal Affairs and Northern Development met at 9:25 a.m. this day, in Room 705, La Promenade Building, the Vice-Chair, John Finlay, presiding.

Members of the Committee present: Claude Bachand, John Bryden, John Finlay, Nancy Karetak-Lindell, Gerald Keddy, Robert D. Nault, Mike Scott and Bryon Wilfert.

Acting Member present: Bev Desjarlais for Louise Hardy.

Other Member present: Garry Breitkreuz.

In attendance: From the Library of Parliament: Mary Hurley and Jill Wherrett, Research Officers. From Committees and Legislative Services, House of Commons: William Farrell, Clerk.

Witnesses: As an individual: Myrna M. Gamblin, Norway House Cree Nation Band member. From the Grand Council of the Crees: Grand Chief Matthew Cooncome; Bill Namagoose, Executive Director; Brian Craik, Director of Federal Relations. From the Cross Lake First Nation: Chief Roland Robinson; Elder Sandy Beardy, Elders Council; Youth Chief Jason Miller, Youth Council; Councillor Rita Monias, Women's Council. Bill C-56, An Act respecting an agreement with the Norway House Cree Nation for the settlement of matters arising from the flooding of lands, and respecting the establishment of certain reserves in the province of Manitoba. (See Minutes of Proceedings, dated, Thursday, March 2, 1999, Meeting No. 50).

The Committee resumed consideration of Clauses 2 and 8 of the Bill.

Elder Sandy Beardy opened the proceedings with a prayer.

Myrna Gamblin made a statement and answered questions.

At 10:08 a.m., the sitting was suspended.

At 10:12 a.m., the sitting resumed.

Grand Chief Matthew Cooncome made a statement and, with Andrew Orkin, Bill Namagoose, Sandy Beardy and Brian Craik, answered questions.

At 11:31 a.m., the sitting was suspended.

At 11:41 a.m., the sitting resumed.

Chief Roland Robinson, Rita Monias, Jason Miller and Sandy Beardy made statements and, with Andrew Orkin, answered questions.

At 1:25 p.m., the Committee adjourned to the call of the Chair.
