MINUTES OF PROCEEDINGS

Meeting No. 19

Thursday, February 19, 1998

The Standing Committee on Aboriginal Affairs and Northern Development met in camera at 9:35 o’clock a.m., this day, in room Room 269, West Block, the Chair, Guy Saint-Julien, presiding.

Members of the Committee present: John Bryden, Gordon Earle, John Finlay, Ghislain Fournier, Nancy Karetak-Lindell, Derrek Konrad, Grant McNally, Bernard Patry, Guy Saint-Julien, Mike Scott and Bryon Wilfert.

Acting Members present: Raymond Bonin for David Iftody, Sarkis Assadourian for Judi Longfield, Julian Reed for Lawrence O’Brien.

In attendance: From the Research Branch of the Library of Parliament: Mary C. Hurley and Jill Wherrett, Research Officers.

Pursuant to Standing Order 108(2), future business of the Committee.

The Chair presented the Second Report of the Sub-Committee on Agenda and Procedure which reads as follows:

The Sub-Committee on Agenda and Procedure of the Standing Committee on Aboriginal Affairs and Northern Development has the honour to present its SECOND REPORT to the Standing Committee.

Your Sub-Committee met on Thursday, February 12, 1998 and agreed to recommend the following:

That in the spirit of partnership and healing, the Committee study problems in fiscal and democratic accountability among Canada’s aboriginal people, and report to the House before the summer recess.

That the Department of Fisheries be called before the Committee to discuss conservation with regard to the aboriginal fishery.

After debate, the question being put on the first recommendation, it was negatived.

It was agreed, -That the second recommendation be adopted.

It was moved, -That the Second Report be amended by adding the following recommendation:

Recognizing the tremendous need for employment in Aboriginal communities and the need for fiscal sustainability in these communities, this Committee examine ways by which Aboriginal people, the private sector and governments can promote economic development and skills training to create employment and greater opportunities.

After debate, the question being put on the motion, it was agreed to.

It was moved, -That the Second Report be further amended by adding the following recommendation:

That this Committee bring before it the appropriate officials to examine the mechanisms of accountability currently in place vis-à-vis government funding of aboriginal groups.

After debate, the question being put on the motion, it was unanimously agreed to.

The Second Report of the Sub Committee on Agenda and Procedure, as amended, was concurred in.

At 10:33 o’clock a.m., the Committee adjourned to the call of the Chair.
