Presenting Reports from Committees

Ms. Guarnieri (Mississauga East), from the Standing Committee on Government Operations, presented the 1st Report of the Committee which is as follows:

That a Message be sent to the Senate inviting their Honours to give leave to the Chair of the Standing Committee on Internal Economy, Budgets and Administration, to appear before the Standing Committee on Government Operations in relation to the Main Estimates 1996-97 respecting the Senate — (Vote 1 under Parliament) which were referred to the Committee by the House of Commons on Thursday, March 7, 1996.

A copy of the relevant Minutes of Proceedings and Evidence (Issue No. 1, which includes this Report) was tabled.

Mrs. Bakopanos (Saint-Denis), from the Standing Committee on Citizenship and Immigration, presented the 1st Report of the Committee (Refugee claims). — Sessional Paper No. 8510-352-8.

Pursuant to Standing Order 109, the government was requested by the Committee to table a comprehensive response.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Gagliano (Minister of Labour), seconded by Mr. MacAulay (Secretary of State (Veterans) and Secretary of State (Atlantic Canada Opportunities Agency)), Bill C–35, An Act to amend the Canada Labour Code (minimum wage), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Mrs. Hayes (Port Moody–Coquitlam), seconded by Ms. Bridgman (Surrey North), moved the following amendment, — That the motion be amended by deleting all the words after the word “That” and substituting the following:

“Bill C–33, An Act to amend the Canadian Human Rights Act, be not now read a third time since, as assigning special categories to certain groups in law, this Bill does not seek to uphold the principle of equality of all Canadians while at the same time, it fails to ensure that the current legal definition of marriage, family and spouse in federal statutes and regulations will not be altered and that fundamental freedoms in society will not be infringed upon.”

Mr. Nunez, seconded by Mr. Tremblay (Lac Saint-Jean), moved the following amendment, — That the motion be amended by replacing the words “work and consult with the provinces to develop legislation which would set" with the following:

“inform the provinces of the problems related to the services of immigration consultants and work with them in their development of”.

The question was put on the amendment and it was adopted.

The House proceeded to the putting of the question on the main motion, as amended, of Mr. Cannis (Scarborough Centre), seconded by Mr. Bryden (Hamilton–Wentworth), — That, in the opinion of this House, the government should inform the provinces of the problems related to the services of immigration consultants and work with them in their development of guidelines and licensing regulations to govern the business of immigration consultants.
