    GOVERNMENT ORDERS

    The Order was read for the consideration of the Business of Supply.

    Mr. Strahl (Fraser Valley East), seconded by Ms. Bridgman (Surrey North), moved -- That this House condemn the government for its neglect of Labrador, and for refusing to resolve the injustice of the Churchill Falls Hydro Contract, thus perpetuating interprovincial trade barriers and denying the residents of Labrador the right to enjoy the benefits of their own natural resources.

    Debate arose thereon.

              Mr. Boudria (Glengarry -- Prescott -- Russell), from the Standing Committee on Procedure and House Affairs, presented the 7th Report of the Committee, which was as follow:

              Mr. Boudria (Glengarry -- Prescott -- Russell), from the Standing Committee on Procedure and House Affairs, presented the 8th Report of the Committee, which was as follows:

                  The Committee recommends, pursuant to Standing Order 104 and 114, the following changes in the membership of Standing Committees:

              Citizenship and Immigration

              MacDonald for Mills (Broadview -- Greenwood)

              Natural Resources

              Wood for Macdonald

                  The Committee also recommends, pursuant to Standing Order 104 and 114, tha tthe following Member be added to this list of Associate Members of the Standing Committee on Finance:

              A copy of the relevant Minutes of Proceedings and Evidence (Issue No. 1, which includes this Report) was tabled.

                Introduction of Private Members' Bills

                Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Strahl (Fraser Valley East), seconded by Mr. Chatters (Athabasca), Bill C-236, An Act to prevent the importation of radioactive waste into Canada, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

                Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Peric (Cambridge), seconded by Mrs. Payne (St. John's West), Bill C-237, An Act to amend the Immigration Act and the Transfer of Offenders Act, was introduced, read the first time and and ordered to be printed.

                Pursuant to Order made Monday, March 4, 1996, the Bill (previously Bill C-316, 1st Session, 35th Parliament) was deemed to have been read the second time and referred to the Standing Committee on Citizenship and Immigration.

                  Motions

                  By unanimous consent, Mr. Boudria (Glengarry -- Prescott- -Russell), seconded by Mr. Pagtakhan (Winnipeg North), moved, -- That the 8th Report of the Standing Committee on Procedure and House Affairs, presented earlier today, be concurred in.

                  The question was put on the motion and it was agreed to.

                    Presenting Petitions

                    Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

                    -- by Mr. Harper (Simcoe Centre), one concerning sexual orientation (No. 352- 0171) and one concerning the sexual exploitation of minors (No. 352-0172).

                      GOVERNMENT ORDERS

                      The House resumed consideration of the motion of Mr. Strahl (Fraser Valley East), seconded by Ms. Bridgman (Surrey North), in relation to the Business of Supply.

                      The debate continued.

                      By unanimous consent the question was put on the motion and, pursuant to Standing Order 45, the recorded division was deferred until Monday, March 18, 1996, at 6:30 p.m..

                        PETITIONS FILED WITH THE CLERK OF THE HOUSE

                        Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were filed as follows:

                        -- by Mr. Maloney (Erie), one concerning the tax on gasoline (No. 352-0173) and one concerning the tax system (No. 352-0174).

                          ADJOURNMENT
