Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Manley (Minister of Industry), seconded by Mr. Robichaud (Secretary of State (Parliamentary Affairs)), Bill C-43, An Act to amend the Lobbyists Registration Act and to make related amendments to other Acts, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))

His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled: ``An Act to amend the Lobbyists Registration Act and to make related amendments to other Acts''.

The House resumed the adjourned debate on the motion of Mr. Rock (Minister of Justice), seconded by Mr. Irwin (Minister of Indian Affairs and Northern Development), -- That Bill C-37, An Act to amend the Young Offenders Act and the Criminal Code, be now read a second time and referred to the Standing Committee on Justice and Legal Affairs.

And on the amendment of Mrs. Venne (Saint-Hubert), seconded by Mr. Deshaies (Abitibi), -- That the motion be amended by striking out all the words after the word ``That'' and substituting the following:

      ``this House declines to give second reading to Bill C-37, An Act to amend the Young Offenders Act and the Criminal Code, the purpose of which is repressive, because:
        (1) it introduces no concrete measures for the rehabilitation of young offenders; and
        (2) it does not encourage the provinces to take legislative or other measures necessary in order to set up comprehensive crime prevention programs.''

Mr. Bachand (Saint-Jean), seconded by Mr. Caron (Jonquière), moved, -- That, in the opinion of this House, the government should take the necessary steps to make food distribution in Canada's North more effective and therefore more economical, in order to enable the Inuit to purchase higher quality food at a lower price.
