GOVERNMENT ORDERS

The Order was read for the consideration of a Ways and Means motion to Amend the Excise Tax Act, the Excise Act and the Income Tax Act (Sessional Paper No. 8570-351-14), notice of which was laid upon the Table on Tuesday, May 24, 1994. (Ways and Means Proceedings No. 14)

The House resumed debate on the motion of Mr. Axworthy (Minister of Human Resources Development), seconded by Mr. Gerrard (Secretary of State (Science, Research and Development)), -- That Bill C-28, An Act respecting the making of loans and the provision of other forms of financial assistance to students, to amend and provide for the repeal of the Canada Student Loans Act, and to amend one other Act in consequence thereof, be now read a second time and referred to the Standing Committee on Human Resources Development.

Debate continued.

The question was put on the motion and, pursuant to Standing Order 45(5)(a), the recorded division was deferred until later today at 5:30 p.m.

The House resumed debate on the motion of Mrs. Jennings (Mission -- Coquitlam), seconded by Mr. McClelland (Edmonton Southwest), -- That, in the opinion of this House, the government should permit Members of the House of Commons to fully represent their constituents' views on the government's legislative program and spending plans by adopting the position that the defeat of any government measure, including a spending measure, shall not automatically mean the defeat of the government unless followed by the adoption of a formal motion. (Private Members' Business M-89)

MESSAGES FROM THE SENATE

A Message was received from the Senate informing this House that the Senate passed Bill C-18, An Act to suspend the operation of the Electoral Boundaries Readjustment Act, with the following amendments:

    1. Page 1, clause 2: Strike out lines 7 to 16 and substitute the following:
      ``2. (1) The operation of subsection 20(2) and sections 21 to 28 of the Electoral Boundaries Readjustment Act is suspended until such time as Parliament makes other provision in respect of those sections.
      (2) If no other provision is made in respect of subsection 20(2) and sections 21 to 28 of the Electoral Boundaries Readjustment Act before the sixth day of February, 1995, that subsection and those sections cease to be suspended and are in force subject to this Act.''
    2. Page 1, clause 3: Strike out lines 17 to 21 and substitute the following:
      ``3. An electoral boundaries commission established pursuant to section 3 of the Electoral Boundaries Readjustment Act following the decennial census of Canada in 1991 is temporarily discharged of its duties from the day on which it transmits its completed report to the Chief Electoral Officer as required under subsection 20(1) of the Electoral Boundaries Readjustment Act, or the day on which this Act comes into force, whichever is the later, until the day on which subsection 20(2) and sections 21 to 28 of the Electoral Boundaries Readjustment Act cease to be suspended by virtue of subsection 2(2) of this Act.''
    3. Page 1, clause 4: Strike out lines 22 to 32 and substitute the following:
      ``4. In the event that subsection 20(2) and sections 21 to 28 of the Electoral Boundaries Readjustment Act cease to be suspended by virtue of subsection 2(2) of this Act, sections 21 to 24 of that Act apply, with such modifications as the circumstances require, in respect of the reports of the electoral boundaries commissions.''
