Pursuant to Standing Order 34(1), Mrs. Finestone (Mount Royal) presented the Report of the Canadian Group of the Inter-Parliamentary Union respecting its participation at the 90th Inter-Parliamentary Conference held in Canberra, Australia, from September 13 to 18, 1993. — Sessional Paper No. 8565-351-60.

Introduction of Private Members’ Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Bellemare (Carleton–Gloucester), seconded by Mr. Bélair (Cochrane–Superior), Bill C–201, An Act to amend the Parliament of Canada Act (oath or solemn affirmation), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Address in Reply to the Speech from the Throne

The House resumed debate on the motion of Mr. Jackson (Bruce–Grey), seconded by Mrs. Ringuette-Maltais (Madawaska–Victoria), — That the following Address be presented to His Excellency the Governor General of Canada: Excellency the Right

To His Excellency the Right Honourable Ramon John Hnatyshyn, a Member of the Queen’s Privy Council for Canada, Chancellor and Principal Companion of the Order of Canada, Chancellor and Commander of the Order of Military Merit, One of Her Majesty’s Counsel learned in the law, Governor General and Commander-in-Chief of Canada.

May it Please your Excellency:

We, Her Majesty’s most loyal and dutiful subjects, the House of Commons of Canada, in Parliament assembled, beg leave to offer our humble thanks to Your Excellency for the gracious Speech which your Excellency has addressed to both Houses of Parliament.

And on the amendment of Mr. Bouchard (Leader of the Opposition), seconded by Mr. Gauthier (Roberval), — That the following words be added to the Address:

“This House deplores the fact that Your Excellency’s advisers have shown themselves to be unconcerned about matters of extreme importance, such as the placing of public finances on a sounder footing and the cutting of fat from the federal administration; lack of vision in dealing with the economy, as made evident by the inadequacy of their proposed measures for promoting employment and by their perpetuation of the existing confusion in human resource programs; are ignorant of Québec’s legitimate political aspirations; and have presented to Parliament a program embodying an obvious willingness to dismantle the social security system and maintain an unfair tax system, thereby further undermining the financial wellbeing of a growing number of citizens.”

And on the sub-amendment of Mr. Manning (Calgary Southwest), seconded by Miss Grey (Beaver River), — That the amendment be amended by adding after the words “federal administration” the following:

“, particularly the need to restore public confidence in the ability of this House to control the federal deficit and overspending and to limit the Government’s spending in the fiscal year 1994-95 to less than $153 billion”.
