Pursuant to Standing Order 76.1(11), Mrs. Stewart (Secretary of State (Latin America and Africa)) for Mr. Martin (Minister of Finance), seconded by Mr. Chan (Secretary of State (Asia-Pacific)), moved, -- That the Bill be now read a third time and do pass.

Debate arose thereon.
