Presenting reports from inter-parliamentary delegations

Pursuant to Standing Order 34(1), Mr. LeBlanc (Cape Breton Highlands -- Canso) presented the report of the Canadian Delegation of the Canada-Europe Parliamentary Association respecting its participation at the Fourth Annual Meeting of the Parliamentary Assembly of the Organization on Security and Co-operation in Europe (OSCE), held in Ottawa from July 4 to 8, 1995. -- Sessional Paper No. 8565-351-511.

Presenting reports from committees

Mr. Harvard (Winnipeg St. James), from the Standing Committee on Canadian Heritage, presented the 5th Report of the Committee (Bill C-93, An Act to amend the Cultural Property Export and Import Act, the Income Tax Act and the Tax Court of Canada Act, without amendment). -- Sessional Paper No. 8510-351-151.

Introduction of government bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Irwin (Minister of Indian Affairs and Northern Development), seconded by Mr. Massé (President of the Queen's Privy Council for Canada, Minister of Intergovernmental Affairs and Minister for Public Service Renewal), Bill C-107, An Act respecting the establishment of the British Columbia Treaty Commission, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation

His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled ``An Act respecting the establishment of the British Columbia Treaty Commission''.

Motions

By unanimous consent, the Order of reference to the Standing Committee on Justice and Legal Affairs of Bill C-206, An Act to provide for the relocation and protection of witnesses, was discharged and the Bill withdrawn.

GOVERNMENT ORDERS

The Order was read for the third reading of Bill S-9, An Act to amend the Canada-United States Tax Convention Act, 1984.

Mr. Massé (President of the Queen's Privy Council for Canada, Minister of Intergovernmental Affairs and Minister for Public Service Renewal) for Mr. Martin (Minister of Finance), seconded by Mr. Goodale (Minister of Agriculture and Agri-Food), moved, -- That the Bill be now read a third time and do pass.

Debate arose thereon.

The question was put on the motion and it was agreed to on division.

Accordingly, the Bill was read the third time and passed.

PRIVATE MEMBERS' BUSINESS

At 5:33 p.m., by unanimous consent, the House proceeded to the consideration of Private Members' Business.

The House resumed consideration of the motion of Mr. Caccia (Davenport), seconded by Mr. Harvard (Winnipeg St. James), -- That Bill C-275, An Act respecting the protection and rehabilitation of endangered and threatened species, be now read a second time and referred to the Standing Committee on Environment and Sustainable Development.

The debate continued.

Pursuant to Standing Order 93. the Order was dropped to the bottom of the order of precedence on the Order Paper.
