GOVERNMENT ORDERS

The House resumed consideration of the motion of Ms. Copps (Minister of the Environment), seconded by Mr. Gagliano (Secretary of State (Parliamentary Affairs) and Deputy Leader of the Government in the House of Commons), -- That Bill C-94, An Act to regulate interprovincial trade in and the importation for commercial purposes of certain manganese-based substances, be now read a second time and referred to the Standing Committee on Environment and Sustainable Development;

And of the amendment of Mrs. Ablonczy (Calgary North) seconded by Mr. Gilmour (Comox -- Alberni), -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

    ``Bill C-94, An Act to regulate interprovincial trade in and the importation for commercial purposes of certain manganese-based substances, be not now read a second time but that the Order be discharged, the Bill withdrawn, and the subject-matter thereof referred to the Standing Committee on Industry.''

By unanimous consent, Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Mr. Boudria (Glengarry -- Prescott -- Russell), moved, -- That the 86th Report of the Standing Committee on Procedure and House Affairs, presented earlier today, be concurred in.

The question was put on the motion and it was agreed to.

PRIVATE MEMBERS' BUSINESS

At 12:09 p.m., by unanimous consent, the House proceeded to the consideration of Private Members' Business.

Mr. Crête (Kamouraska -- Rivière-du-Loup), seconded by Mr. Caron (Jonquière), moved, -- That, in the opinion of this House, the government should ask Canada Post Corporation to integrate into its development plan a strategy promoting the local development of regions and municipalities in Quebec and Canada. (Private Members' Business M-403)

Debate arose thereon.

Pursuant to Standing Order 96(1), the time provided for consideration of Private Members' Business expired and the Order was dropped from the Order Paper.

VACANCY

The Speaker informed the House that a vacancy had occurred in the House of Commons for the Electoral District of Labrador, in the Province of Newfoundland, by reason of the resignation of Mr. Rompkey and that, pursuant to subsection 25(1)(b) of the Parliament of Canada Act, he had addressed, on September 22, 1995, his warrant to the Chief Electoral Officer for the issue of a writ for the election of a member to fill the vacancy.
