The Clerk of the House informed the House of the unavoidable absence of the Speaker. Whereupon, Mr. Kilgour (Edmonton Southeast), Deputy Speaker and Chairman of Committees of the Whole, took the Chair, pursuant to subsection 43(1) of the Parliament of Canada Act. PRAYERS RECALL OF THE HOUSE OF COMMONS The Deputy Speaker informed the House that, pursuant to Standing Order 28(4), he has recalled the House today for the sole purpose of granting Royal Assent to certain Bills. ROYAL ASSENT The Deputy Speaker informed the House that the Honourable Deputy Governor General will proceed to the Senate today at 12:30 p.m., for the purpose of giving Royal Assent to certain Bills. MESSAGES FROM THE SENATE Messages were received from the Senate as follows:

-- ORDERED: That a Message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-41, An Act to amend the Criminal Code (sentencing) and other Acts in consequence thereof, without amendment.

-- ORDERED: That a Message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-86, An Act to amend the Canadian Dairy Commission Act, without amendment.

-- ORDERED: That a Message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-89, An Act to provide for the continuance of the Canadian National Railway Company under the Canada Business Corporations Act and for the issuance and sale of shares of the Company to the public, without amendment.

-- ORDERED: That a Message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-87, An Act to implement the Convention on the Prohibition of the Development, Production, Stockpiling and use of Chemical Weapons and on their Destruction, without amendment.

-- ORDERED: That a Message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-82, An Act to amend the Royal Canadian Mint Act, without amendment.

-- ORDERED: That a Message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-104, An Act to amend the Criminal Code and the Young Offenders Act (forensic DNA analysis), without amendment.

-- ORDERED: That a Message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-72, An Act to amend the Criminal Code (selfinduced intoxication), without amendment.

-- ORDERED: That a Message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-54, An Act to amend the Old Age Security Act, the Canada Pension Plan, the Children's Special Allowances Act and the Unemployment Insurance Act, without amendment. ROYAL ASSENT A Message was received from the Honourable Peter deC. Cory, Puisne Judge of the Supreme Court of Canada, in his capacity as Deputy Governor General, desiring the immediate attendance of the House in the Senate. Accordingly, the Deputy Speaker, with the House, proceeded to the Senate. The Commons returned to the Chamber.
