PRIVATE MEMBERS' BUSINESS

At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The House resumed consideration of the motion of Mr. Peric (Cambridge), seconded by Mr. Richardson (Perth -- Wellington -- Waterloo), -- That Bill C-316, An Act to amend the Immigration Act and the Transfer of Offenders Act, be now read a second time and referred to the Standing Committee on Citizenship and Immigration.

The debate continued.

Pursuant to Standing Order 93, the time provided for consideration of Private Members' Business expired and the Order was dropped to the bottom of the order of precedence on the Order Paper.

GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Industry of Bill C-91, An Act to continue the Federal Business Development Bank under the name Business Development Bank of Canada.

Pursuant to Standing Order 73(1), Mr. Manley (Minister of Industry), seconded by Mr. Gagliano (Secretary of State (Parliamentary Affairs) and Deputy Leader of the Government in the House of Commons), moved, -- That the Bill be referred forthwith to the Standing Committee on Industry.

NAMING OF A MEMBER

The Speaker named Mr. Hoeppner (Lisgar -- Marquette) for disregarding the authority of the Chair and, pursuant to Standing Order 11(1)(a), ordered him to withdraw from the House for the remainder of today's sitting.

Whereupon, the Honourable Member withdrew from the House.

APPLICATION FOR EMERGENCY DEBATE

Pursuant to Standing Order 52, Mr. Mills (Red Deer) asked leave to move the adjournment of the House for the purpose of discussing a specific and important matter requiring urgent consideration, namely, the situation in Bosnia-Hercegovina.

Leave was granted to propose a motion to adjourn the House in order to discuss the matter and, by unanimous consent, the Speaker directed that it be considered at 6:30 p.m.

Mr. Harper (Simcoe Centre), seconded by Mr. Schmidt (Okanagan Centre), moved the following amendment, -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

    ``this House declines to give second reading to Bill C-88, An Act to implement the Agreement on Internal Trade, because it fails to eliminate all interprovincial trade barriers.''

Debate arose thereon.

EMERGENCY DEBATE

At 6:30 p.m., pursuant to Standing Order 52(10), the House proceeded to the consideration of a motion to adjourn the House for the purpose of discussing a specific and important matter requiring urgent consideration, namely, the situation in Bosnia-Hercegovina.

Mr. Mills (Red Deer), seconded by Mr. Gauthier (Roberval), moved, -- That this House do now adjourn.

Debate arose thereon.

At 10:24 p.m., by unanimous consent, the Speaker declared the motion adopted.
