Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion Mr. McClelland (Edmonton Southwest), seconded by Mr. Breitkreuz (Yorkton -- Melville), Bill C-319, An Act to amend the Canada Elections Act (reimbursement of election expenses), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Motions

By unanimous consent, the Order for the second reading and reference to the Standing Committee on Justice and Legal Affairs of Bill C-303, An Act to amend the Criminal Code (dangerous intoxication), standing on the Order of Precedence on the Order Paper in the name of Mr. McClelland (Edmonton Southwest), was discharged and the Bill withdrawn.

GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Finance of Bill C-76, An Act to implement certain provisions of the budget tabled in Parliament on February 27, 1995.

Mr. Marchi (Minister of Citizenship and Immigration) for Mr. Martin (Minister of Finance), seconded by Mr. Gagliano (Secretary of State (Parliamentary Affairs) and Deputy Leader of the Government in the House of Commons), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Finance.

Debate arose thereon.

Mr. Loubier (Saint-Hyacinthe -- Bagot), seconded by Mr. Godin (Châteauguay), moved the following amendment, -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

    ``Bill C-76, An Act to implement certain provisions of the budget tabled in Parliament on February 27, 1995, be not now read a second time but that it be read a second time this day six months hence.''

Debate arose thereon.

MESSAGES FROM THE SENATE

Messages were received from the Senate as follows:

-- ORDERED: That a Message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-73, An Act to provide borrowing authority for the fiscal year beginning on April 1, 1995, without amendment.

-- ORDERED: That a Message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-79, An Act for granting to Her Majesty certain sums of money for the public service of Canada for the financial year ending March 31, 1995.

-- ORDERED: That a Message be sent to the House of Commons to acquaint that House that the Senate has passed Bill C-80, An Act for granting to Her Majesty certain sums of money for the public service of Canada for the financial year ending March 31, 1996.

ROYAL ASSENT

The Speaker informed the House that the Honourable Deputy Governor General will proceed to the Senate today at 4:00 p.m. for the purpose of giving Royal Assent to certain Bills.

ROYAL ASSENT

A Message was received from the Honourable Beverley McLachlin, Puisne Judge of the Supreme Court of Canada, in her capacity as Deputy Governor General, desiring the immediate attendance of the House in the Senate.

Accordingly, the Speaker, with the House, proceeded to the Senate.

The Commons returned to the Chamber.

Whereupon, the Speaker reported that, when the Commons had been in the Senate, the Honourable Deputy Governor General was pleased to give, in Her Majesty's name, the Royal Assent to the following Bill:

    Bill C-73, An Act to provide borrowing authority for the fiscal year beginning on April 1, 1995. -- Chapter No. 8.

The Speaker also reported that he had presented to Her Honour the following Supply Bills, to enable the Government to defray certain expenses of the public service, to which Her Honour was pleased to give, in Her Majesty's name, the Royal Assent:

    Bill C-79, An Act for granting to Her Majesty certain sums of money for the public service of Canada for the financial year ending March 31, 1995. (Appropriation Act No. 4, 1994-95) -- Chapter No. 9; and
    Bill C-80, An Act for granting to Her Majesty certain sums of money for the public service of Canada for the financial year ending March 31, 1996. (Appropriation Act No. 1, 1995-96) -- Chapter No. 10.

PRIVATE MEMBERS' BUSINESS

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

Mr. Szabo (Mississauga South), seconded by Mrs. Ur (Lambton -- Middlesex), moved, -- That, in the opinion of this House, the government should amend the Income Tax Act to extend, subject to a means-test, the Child Care Expense Deduction to all families. (Private Members' Business M-339)

Debate arose thereon.

Pursuant to Standing Order 96(1), the time provided for consideration of Private Members' Business expired and the Order was dropped from the Order Paper.
