At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The House resumed consideration of the motion of Mrs. Jennings (Mission -- Coquitlam), seconded by Mr. Epp (Elk Island), -- That Bill C-232, An Act to amend the Divorce Act (granting of access to, or custody of, a child to a grandparent), be now read a second time and referred to the Standing Committee on Justice and Legal Affairs.

The debate continued.

Pursuant to Standing Order 93, the time provided for consideration of Private Members' Business expired and the Order was dropped to the bottom of the order of precedence on the Order Paper.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Rock (Minister of Justice), seconded by Mr. Gagliano (Secretary of State (Parliamentary Affairs) and Deputy Leader of the Government in the House of Commons), -- That Bill C-68, An Act respecting firearms and other weapons, be now read a second time and referred to the Standing Committee on Justice and Legal Affairs.

Mr. Breitkreuz (Yorkton -- Melville), seconded by Mr. Hermanson (Kindersley -- Lloydminster), moved the following amendment, -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

    ``this House declines to give second reading to Bill C-68, An Act respecting firearms and other weapons, because the principle of establishing a system for licensing and registration of all firearms and the principle of creating a variety of offenses are two unrelated issues that should be addressed separately.''

Debate arose thereon.
