Pursuant to Standing Order 79(3), the Speaker read a message from His Excellency the Governor General, presented by Mr. Eggleton (President of the Treasury Board).

Message on Estimates

    His Excellency the Governor General transmits to the House of Commons Supplementary Estimates (C) of sums required for the service of Canada for the fiscal year ending on March 31, 1995, and, in accordance with section 54 of the Constitution Act, 1867, recommends these Estimates to the House of Commons.

Accordingly, the document entitled ``Supplementary Estimates (C), 1994-95'' was laid upon the Table. -- Sessional Paper No. 8520-351-83.

Presenting Reports from Committees

Mr. Nault (Kenora -- Rainy River), from the Standing Committee on Natural Resources, presented the 4th Report of the Committee (Bill C-48, An Act to establish the Department of Natural Resources and to amend related Acts, with amendments). -- Sessional Paper No. 8510-351-56.

A copy of the relevant Minutes of Proceedings and Evidence (Issue No. 32, which includes this Report) was tabled.


Mr. Harvard (Winnipeg St. James), from the Standing Committee on Government Operations, presented the 1st Report of the Committee (Bill C-52, An Act to establish the Department of Public Works and Government Services and to amend and repeal certain Acts, with amendments). -- Sessional Paper No. 8510-351-57.

A copy of the relevant Minutes of Proceedings and Evidence (Issues Nos. 17 and 23, which includes this Report) was tabled.


Mr. Milliken (Parliamentary Secretary to the Leader of the Government in the House of Commons), from the Standing Committee on Procedure and House Affairs, presented the 48th Report of the Committee, which was as follows:

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Williams (St. Albert), seconded by Mr. Hermanson (Kindersley -- Lloydminster), Bill C-289, An Act to provide for evaluations of statutory programs, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Motions

Pursuant to Standing Orders 81(5) and 81(6), Mr. Eggleton (President of the Treasury Board), seconded by Mr. Gagliano (Secretary of State (Parliamentary Affairs) and Deputy Leader of the Government in the House of Commons), moved, -- That Supplementary Estimates (C) for the fiscal year ending March 31, 1995, be referred to the Standing Committee on Finance.

The question was put on the motion and it was agreed to.


By unanimous consent, it was ordered, -- That the 48th Report of the Standing Committee on Procedure and House Affairs, presented earlier today, be concurred in.

The House resumed consideration of the motion of Mr. Axworthy (Minister of Human Resources Development), seconded by Ms. Copps (Deputy Prime Minister and Minister of the Environment), -- That this House take note of the progress made to date on the government's forthcoming reform of social security programs and of the views expressed by Canadians with regard to this reform. (Government Business No. 15)

Pursuant to Standing Order 93, the time provided for consideration of Private Members' Business expired and the Order was dropped to the bottom of the order of precedence on the Order Paper.

MESSAGES FROM THE SENATE

A Message was received from the Senate as follows:
