Pursuant to Standing Order 108(2) and the motion adopted by the committee on Thursday, February 1, 2024, the committee commenced its study of Canada Infrastructure Bank’s involvement in the Lake Erie Connector project.

Mark Winfield and Ehren Cory made statements and, with Sashen Guneratna and Frédéric Duguay, answered questions.

The committee proceeded to the consideration of matters related to committee business.

Motion

Taylor Bachrach moved, — That the committee extend the study of accessible transportation for persons with disabilities by at least one additional meeting, in order to hear testimony from persons with disabilities with lived experience, and organizations representing persons with disabilities.

By unanimous consent, the question was put on the motion and it was agreed to.

Pursuant to Standing Order 108(2) and the motion adopted by the committee on Thursday, February 1, 2024, the committee resumed its study of Canada Infrastructure Bank’s involvement in the Lake Erie Connector project.

Questioning of the witnesses resumed.

The committee proceeded to the consideration of matters related to committee business.

Motion

Xavier Barsalou-Duval moved, — Whereas on Wednesday, December 13, 2023, the House adopted the following motion, number M-96:

That:

(a) the House recognize that an assessment by the International Association of Fire Fighters concluded significant regulatory shortfalls concerning emergency responses at Canada's major airports are needlessly putting the safety of the flying public at risk, by

(i) failing to specify rescue as a required function of airport fire fighters,

(ii) requiring only that fire fighters must reach the mid-point of the furthest runway in three minutes rather than all points on operational runways within that time period; and

(b) in the opinion of the House, the government should, without delay, ensure that the Canadian Aviation Regulations reflect airport rescue and firefighting standards published by the International Civil Aviation Organization, specifically by

(i) giving fire fighters at Canada's major airports the mandate and resources necessary to reach the site of a fire or mishap anywhere on an operational runway in three minutes or less,

(ii) specifying that a required function of fire fighters be the rescue of passengers.

The committee calls on the Government of Canada, specifically the Minister of Transport, to inform the committee on how his department intends to respond to the motion adopted by the House.

Debate arose thereon.

Motion

Taylor Bachrach moved, — That the committee do order the production of all documents and correspondence related to Canada Infrastructure Bank’s modelling and analysis of the greenhouse gas implications of the Lake Erie Connector project, and that such documents be delivered to the committee no later than Wednesday, May 15, 2024.

At 12:35 p.m., the sitting was suspended.

At 12:52 p.m., the sitting resumed.

By unanimous consent, the motion was withdrawn.

At 1:06 p.m., the committee adjourned to the call of the Chair.
