The committee proceeded to the consideration of matters related to committee business.

Pursuant to Standing Order 108(2), the committee commenced its study of McKinsey & Company.

Motion

Kelly McCauley moved, — That the committee report to the House that it asks the Auditor General to undertake a value for money and performance audit on the work done by McKinsey & Company on behalf of the federal government and Crown corporations since 2015, including the Business Development Bank of Canada (BDC), and also on the effectiveness of BDC spending more broadly since 2021.

Debate arose thereon.

Amendment

Peter Fragiskatos moved, — That the motion be amended by replacing the words “since 2015” with the words “since January 1st, 2011”.

After debate, the question was put on the amendment of Peter Fragiskatos and it was agreed to.

The motion, as amended, read as follows:

That the committee report to the House that it asks the Auditor General to undertake a value for money and performance audit on the work done by McKinsey & Company on behalf of the federal government and Crown corporations since January 1st, 2011, including the Business Development Bank of Canada (BDC), and also on the effectiveness of BDC spending more broadly since 2021.

At 11:10 a.m., the sitting was suspended.

At 11:15 a.m., the sitting resumed in camera.

Pursuant to Standing Order 108(3)(g), and the motion adopted by the committee on Tuesday, October 4, 2022, the committee resumed consideration of Report 2, Processing Disability Benefits for Veterans, of the 2022 Reports 1 to 4 of the Auditor General of Canada referred to the committee on Tuesday, May 31, 2022.

The committee commenced consideration of a draft report.

That the draft report, as amended, be adopted.

That the report be entitled: "Processing Disability Benefits for Veterans".

That the Chair, clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

That, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.

That dissenting or supplementary opinions be in Calibri 12-point font, left aligned, single-spaced, and be submitted electronically, in both official languages, to the clerk of the committee, not later than Friday, February 3, 2023.

ORDERED, — That the clerk and analysts of the committee, in consultation with the Chair, prepare a news release for publication on the committee’s website and for distribution upon presentation of the report to the House.

ORDERED, — That the Chair present the report to the House.

That the report be entitled: "Greening Government Strategy".

That the Chair, clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

That, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.

That dissenting or supplementary opinions be in Calibri 12-point font, left aligned, single-spaced, and be submitted electronically, in both official languages, to the clerk of the committee, not later than Friday, February 3, 2023.
