Pursuant to Standing Order 108(3)(g), the committee commenced consideration of the 2022 Reports 9 and 10 of the Auditor General of Canada, referred to the committee on Tuesday, December 6, 2022.

Karen Hogan made a statement and, with Andrew Hayes, answered questions.

Motion

Garnett Genuis moved, — That the committee report to the House that it calls on the government to fully accept the recommendations of the Auditor General’s Report 10.

Debate arose thereon.

At 4:39 p.m., the sitting was suspended.

At 4:41 p.m., the sitting resumed.

Motion

Han Dong moved, — That the debate be now adjourned.

The question was put on the motion and the result of the vote was announced: YEAS: 5; NAYS: 5.

Whereupon, the Chair voted in the negative.

Accordingly, the motion was negatived.

By unanimous consent, it was agreed, — That the debate be adjourned on the motion of Garnett Genuis and that debate be resumed after the committee has heard from the Canadian Revenue Agency and Employment and Social Development Canada.

Motion

Kelly McCauley moved, — That the committee report to the House that it rejects statements made by the Minister of National Revenue in the House of Commons on December 6th regarding the independence of the Auditor General and that the committee affirms its support for the Auditor General and the independence of the office.

At 4:58 p.m., the sitting was suspended.

Amendment

Peter Fragiskatos moved, — That the motion be amended by adding, after the word “office” the following: “and that the committee shall also report to the House that attacks made by the Leader of the Official Opposition against the Auditor General in the context of the government’s COVID-19 benefit programs are also unacceptable”: “and that the motion be further amended by adding, after the word “unacceptable”, the following:. “The committee also requests a government response pursuant to Standing Order 109”.

Debate arose thereon.

At 1:18 p.m., the sitting was suspended.

At 1:34 p.m., the sitting resumed.

By unanimous consent, it was agreed, — That the motion be replaced with the following:

That the committee report to the House that the committee affirms its support for the Auditor General and the independence and integrity of the Office and that the committee also request a government response pursuant to Standing Order 109.

After debate, the motion was agreed to.

At 1:40 p.m., the committee adjourned to the call of the Chair.
