     I must inform members that the clerk of the committee can only receive motions for the election of the chair. The clerk cannot receive other types of motions, cannot entertain points of order, nor participate in debate.
    We can now proceed to the election of the chair.

    I'm ready to receive motions for the chair.

    Mr. Schiefke.
    Thank you, Mr. Clerk.
    I would like to put forward Judy Sgro as chair.
    It has been moved by Mr. Schiefke that Ms. Sgro be elected chair of the committee.
    Are there any further motions?
    Mr. Blois.
    Thank you, Mr. Clerk. It's not a motion per se.
    I understand there are some members who are in the virtual waiting room. If you could please let those individuals in so they could participate, that would be lovely.
    Thank you, Mr. Blois. We'll see to that immediately.
    It has been moved by Mr. Schiefke that Ms. Sgro be elected chair of the committee.

    Is it the pleasure of the committee to adopt the motion?

    I declare the motion carried and Ms. Sgro duly elected chair of the committee.

    The Clerk: Ms. Sgro, I would now invite you to take the chair.
    Thank you very much, Mr. Schiefke, for that nomination, and thank you to the committee for that vote of support. I appreciate it very much.
    We'll proceed with the election of the vice-chair.
    Are there any nominations for the vice-chair's position? We could hold it down to our next Liaison Committee meeting if necessary.
    Mr. Garneau.
    I nominate Pat Kelly as vice-chair.

    It has been moved by Mr. Garneau that Mr. Kelly be elected vice-chair of the committee.

    Is it the pleasure of the committee to adopt the motion?

    The Clerk: I declare the motion carried and Mr. Kelly duly elected vice-chair of the committee.
    Mr. Clerk will ensure that someone notifies Mr. Kelly that he has been—

    The next issue that we need to deal with is the subcommittee on committee budgets, which as everyone is aware, is the small committee where we deal with liaison requests.
    Is there a member prepared to move the motion for the creation of a subcommittee on committee budgets?
    It is moved by Randeep. We don't need a seconder.
    Just to make sure that everybody understands, when we create the subcommittee on committee budgets, the motion reads:
That, pursuant to Standing Order 107(6), a Subcommittee on Committee Budgets be established to approve committees' budget requests and that the membership of the subcommittee be composed of the Chair and the Vice-Chair of the committee, as well as three other Government members, and one other member of the Official Opposition, as appointed by their respective whips.
    Are there any questions or concerns?
    (Motion agreed to)
    The Chair: Now we have some routine motions that we have to deal with.
    Is there a member prepared to move the motion on working meals?
    I'm prepared to move that motion.
    Madam Chair, congratulations to you and Mr. Kelly on the elevation to your august positions. No doubt it was the robocalls that did it.
    The motion reads:
That the clerk of the committee, at the discretion of the Chair, be authorized to make the necessary arrangements to provide working meals for the committee and its subcommittees.
     I so move.
     Thank you very much, Mr. McKay.

    I think Mr. Garneau is opposed.
     Is a member prepared to move the motion on the services of an analyst?
    Madam Chair, I'm prepared to do that as well.

    I move:
That the committee retain, as needed and at the discretion of the chair, the services of one or more analysts from the Library of Parliament to assist it in its work.

    Bravo, Mr. McKay.

    The Chair: Do I now have agreement that the committee proceed to sit in camera to discuss committee business?
    Mr. Garneau, I'm sorry. Was I cutting you off?
    Just for the record, Mr. McKay pointed out that he thought I was against the working meals. I'm never against working meals; I was just a little slow putting up my hand. I apologize.
    My goodness, an astronaut that's slow. That is a worrisome concept.
    The Chair: And we have some of the best meals here for committee members.
    Hon. John McKay: Yes, for sure.
    Madam Chair, do you want a third motion?
    Yes, please.
    Okay. The motion reads:
That, pursuant to Standing Order 107(6), a Subcommittee on Committee Budgets be established to approve committees’ budget requests and that the membership of the subcommittee be composed of the Chair and the Vice-Chair of the committee, as well as three other Government members, and one other member of the Official Opposition, as appointed by their respective whips.
    —and that the defence committee gets everything it asks for. Thank you very much. I so move.
    The last bit might be out of order.
     For the information of Mr. McKay, we have already adopted the motion for the creation of the subcommittee on committee budgets. That is done.
     Do I now have agreement that the committee proceed to sit in camera to discuss committee business?
    I believe we do. I'm not seeing any opposition.
     If agreed, members have received a Zoom link and password to connect to the in camera portion of the meeting. I now invite you to leave this meeting and connect to the in camera meeting.
