Pursuant to the order of reference of Wednesday, February 1, 2023, the committee resumed consideration of Bill C-35, An Act respecting early learning and child care in Canada.

Hélène Gosselin, Bea Bruske and Morna Ballantyne made statements and answered questions.

At 4:55 p.m., the sitting was suspended.

At 4:58 p.m., the sitting resumed.

Andrea Hannen, Martha Friendly and Maureen Farris made statements and answered questions.

The committee proceeded to the consideration of matters related to committee business.

Motion

Tracy Gray moved, — That, pursuant to the Order of Reference from the House dated Wednesday, February 15, 2023, the Committee invites: the Minister for Employment, Workforce Development, and Disability Inclusion ; the Minister of Families, Children and Social Development; the Minister of Housing, Diversity and Inclusion; the Minister of Labour; the Minister of Seniors; to appear for no fewer than 2 hours each regarding the Supplementary Estimates (C) 2022-2023 and the Main Estimates 2023-2024. That relevant department officials be invited to appear with the Ministers at the same meetings including the respective Chief Financial Officers; that these meeting take place as soon as possible, but no later than April 28, 2023.

Debate arose thereon.

Amendment

Wayne Long moved, — That the motion be amended by replacing the words “to appear for no fewer than 2 hours each regarding the Supplementary Estimates (C) 2022-2023 and the Main Estimates 2023-2024. That relevant department officials be invited to appear with the Ministers at the same meetings including the respective Chief Financial Officers; that these meeting take place as soon as possible, but no later than April 28, 2023.” with the following: “and for all ministers to appear during the same meeting with one panel composed of three ministers and a second panel composed of two ministers regarding the Supplementary Estimates (C) 2022-2023 and the Main Estimates 2023-2024, and that they appear no later than May 31st“.

The question was put on the amendment of Wayne Long and it was agreed to on the following recorded division:

YEAS: Chad Collins, Michael Coteau, Leah Gazan, Wayne Long, Ya'ara Saks, Tony Van Bynen — 6;

NAYS: Scott Aitchison, Sylvie Bérubé, Rosemarie Falk, Michelle Ferreri, Tracy Gray — 5.

The motion, as amended, read as follows:

That, pursuant to the Order of Reference from the House dated Wednesday, February 15, 2023, the Committee invites: the Minister for Employment, Workforce Development, and Disability Inclusion; the Minister of Families, Children and Social Development; the Minister of Housing, Diversity and Inclusion; the Minister of Labour; the Minister of Seniors; and for all ministers to appear during the same meeting with one panel composed of three ministers and a second panel composed of two ministers regarding the Supplementary Estimates (C) 2022-2023 and the Main Estimates 2023-2024, and that they appear no later than May 31st.
