The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the supplementary opinion from the Conservatives Party of Canada be added to the committee report entitled "Restoring Full Accountability for Resources and Governance of the Great Lakes Fishery Commission” adopted during the 1st Session of the 44th Parliament.

It was agreed, — That, pursuant to the motion adopted on Tuesday, November 21, 2023, the written responses from the Department of Fisheries and Oceans on the study of the allocation of resources to the Great Lakes Fishery Commission be made available on the committee study's web page.

It was agreed, — That officials from the Department of Fisheries and Oceans be invited to appear for one hour on the Supplementary Estimates (B) 2023-24, not later than Tuesday, December 5, 2023.

It was agreed, — That the proposed budget in the amount of $27,500, for the study of illegal, unreported and unregulated fishing, be adopted.

It was agreed, — That the Commissioner of the Environment and Sustainable Development be invited to appear for two hours on his latest report.

At 11:34 a.m., the sitting was suspended.

At 11:54 a.m., the sitting resumed.

Pursuant to Standing Order 108(2) and the motion adopted by the committee on Tuesday, January 18, 2022, the committee resumed its study of the ecosystem impacts and the management of pinniped populations.

The committee resumed consideration of a draft report.

It was agreed, — That the draft report, as amended, be adopted.

It was agreed, — That the report be entitled: "Ecosystem Impacts and Management of Pinniped Populations".

It was agreed, — That the Chair, clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

It was agreed, — That, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.

It was agreed, — That dissenting or supplementary opinions be in Calibri 12-point font, left aligned, single-spaced, and be submitted electronically, in both official languages, to the clerk of the committee, not later than 12:00 p.m. on Tuesday, November 28, 2023.

ORDERED, — That the Chair present the report to the House.

Pursuant to Standing Order 108(2) and the motion adopted by the committee on Tuesday, January 18, 2022, the committee commenced its study of illegal, unreported and unregulated fishing.

Adam Burns made a statement and, with Marc Mes, Doug Wentzell, Lloyd Slaney, Neil Davis and Yves Richard, answered questions.

At 1:05 p.m., the committee adjourned to the call of the Chair.
