Pursuant to Standing Order 108(2) and the motion adopted by the committee on Wednesday, November 8, 2023, the committee resumed its study of Canada's diplomatic capacity.

The committee proceeded to give drafting instructions to the analysts for a draft report.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That, in relation to the study of the security at the borders between Azerbaijan and Armenia, and the study of the situation at the Russia-Ukraine border and implications for peace and security, the proposed budget in the amount of $258,417.09 for the committee’s travel to Yerevan (Armenia), Baku (Azerbaijan), Kyiv (Ukraine), Warsaw (Poland) and Przemyśl (Poland), in spring 2024, be adopted and submitted to the Subcommittee on Committee Budgets of the Liaison Committee.

It was agreed, — That, in relation to the study of the security at the borders between Azerbaijan and Armenia, and the study of the situation at the Russia-Ukraine border and implications for peace and security, the proposed budget in the amount of $294,545.83 for the committee’s travel to Addis Ababa (Ethiopia), Nairobi (Kenya), Rabat (Morocco), and Casablanca (Morocco), in spring 2024, be adopted and submitted to the Subcommittee on Committee Budgets of the Liaison Committee.

It was agreed, — That, pursuant to Standing Order 81(5), the committee undertake a study of the Supplementary Estimates (C), 2023–24; and that the Minister of Foreign Affairs and the Minister of International Development be invited to appear.

ORDERED, — That the clerk, in consultation with the Chair, draft a letter to Liaison Committee regarding House of Commons approved headsets for witnesses appearing before a committee virtually.

At 5:37 p.m., the committee adjourned to the call of the Chair.
