Pursuant to Standing Order 108(3)(h) and the motion adopted by the committee on Monday, May 16, 2022, the committee resumed its study of access to information and privacy system.

Michel W. Drapeau made a statement and answered questions.

At 4:43 p.m., the sitting was suspended.

At 4:47 p.m., the sitting resumed.

The committee proceeded to the consideration of matters related to committee business.

Motion

René Villemure moved, — That, further to the commitments made in the testimony of October 17, 2022 on the Use of Public Funds related to the Roxham Road Crossing, the Committee requires to receive from Mr. Pierre Guay, President of Importation Guay Ltée, the Department of Public Works and Government Services and the Canada Border Services Agency the following documents:

  1. The Report on the use of the Hotel Saint-Bernard
  2. The justification(s) for invoking the “national security exception” for each of the leases and contracts
  3. The agreements reached between the federal government and Pierre Guay in the context of the crisis at Roxham Road.

That these documents be submitted, in both official languages, in an unredacted format, to the Clerk of the Committee no later than October 31, 2022.

Debate arose thereon.

By unanimous consent, it was agreed, — That the date of October 31, 2022 be replaced with the date of November 14, 2022.

The debate continued.

Amendment

Greg Fergus moved, — That, in the first paragraph, the words “(from Mr. Pierre Guay, President of Importation Guay Ltée, the Department of Public Works and Government Services and the Canada Border Services Agency)” be deleted; that in point 1), the words “(from Mr. Pierre Guay)” be added after the words “Hotel Saint-Bernard”; that in point 2), the words “(from PSPC and/or CBSA)” be added after the words “leases and contracts”; and that in point 3), the words “(from CBSA and/or IRCC)” be added after the words “context of the crisis at Roxham Road”.

Debate arose thereon.

Subamendment

Michael Barrett moved, — That the amendment be amended by adding the words “and CBSA and/or PSPC)” after the words “Pierre Guay”.

The committee resumed consideration of the amendment, as amended.

On motion of René Villemure, it was agreed, — That the amemdment be amended by adding, in point 2), after the words “from PSPC” the following: “and/or CBSA”.

The question was put on the amendment of Greg Fergus, as amended, and it was agreed to on the following recorded division:

The motion, as amended reads as follow:

That, further to the commitments made in the testimony of October 17, 2022, on the Use of Public Funds related to the Roxham Road Crossing, the Committee requires to receive the following documents:

1) The Report on the use of the Hotel Saint-Bernard (from Mr. Pierre Guay and from CBSA and/or PSPC);

2) The justification(s) for invoking the “national security exception” for each of the leases and contracts (from PSPC and/or CBSA)

3) The agreements reached between the federal government and Pierre Guay in the context of the crisis at Roxham Road (from CBSA and/or IRCC); and

That these documents be submitted, in both official languages, in an unredacted format, to the Clerk of the Committee no later than November 14, 2022.
