Pursuant to the order of reference of Wednesday, February 14, 2024, the committee commenced consideration of Bill C-317, An Act to establish a national strategy respecting flood and drought forecasting.

At 3:50 p.m., Dan Mazier took the Chair.

Francis Scarpaleggia and John Pomeroy made statements and answered questions.

At 4:43 p.m., the sitting was suspended.

At 4:51 p.m., the sitting resumed.

At 4:51 p.m., Francis Scarpaleggia took the Chair.

Wanda McFadyen, Cathy Orlando, Robert Sandford and Laura Reinsborough made statements and, with Larissa Holman, answered questions.

Dan Mazier raised a potential question of privilege regarding Environment and Climate Change Canada's response to the committee’s order for papers adopted on Thursday, March 21, 2024.

RULING BY THE CHAIR

The Chair ruled that the matter does not relate to privilege.

At 5:48 p.m., the sitting was suspended.

At 5:51 p.m., the sitting resumed.

Whereupon, Dan Mazier appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was overturned on the following recorded division:

YEAS: Shafqat Ali, Sophie Chatel, Lloyd Longfield, Leah Taylor Roy, Adam van Koeverden — 5;

NAYS: Laurel Collins, Gérard Deltell, Michael Kram, Branden Leslie, Dan Mazier, Monique Pauzé — 6.

Motion

Dan Mazier moved, — Whereas the Committee passed a motion on Thursday, March 21, 2024, which stated in part:

The committee order the production of “Environment and Climate Change Canada’s provincial-territorial computable general equilibrium model – EC-Pro” including (i) the “statistical technique to isolate the carbon pricing contribution,” (ii) a list of all “Ref” parameters including the ‘Ref22” and “Ref22A” parameters used in EC-Pro, (iii) the EC-Pro model that projected that “carbon pollution pricing will contribute as much as one-third of Canada’s emission reductions” including all (i) parameters, (ii) economic modelling, and (iii) assumptions; and that these documents be provided to the committee within one week of the adoption of the motion.

And whereas Environment and Climate Change Canada has failed to provide all information ordered by the committee within the adopted timeline.

Accordingly, the Committee views this failure to comply with this committee order as a violation of its privileges, and that this matter be reported to the House.

Debate arose thereon.

The question was put on the motion and it was negatived on the following recorded division:

YEAS: Gérard Deltell, Michael Kram, Branden Leslie, Dan Mazier — 4;

NAYS: Shafqat Ali, Sophie Chatel, Laurel Collins, Lloyd Longfield, Monique Pauzé, Leah Taylor Roy, Adam van Koeverden — 6.

At 6:37 p.m., the sitting was suspended.

At 6:40 p.m., the sitting resumed.

By unanimous consent, on motion of Laurel Collins, it was agreed, — That the committee order the production of the model and data from the Department of the Environment and Climate Change Canada that demonstrate that “carbon pollution pricing will contribute as much as one-third of Canada’s emission reductions” including all (i) parameters, (ii) assumptions, and (iii) variables, (iv) economic modelling, (v) and emissions reduction modelling and that these documents be provided to the committee within two weeks of the adoption of the motion.

At 6:43 p.m., the committee adjourned to the call of the Chair.
