Pursuant to the order of reference of Wednesday, June 21, 2023, the committee resumed consideration of Bill C-275, An Act to amend the Health of Animals Act (biosecurity on farms).

The witnesses answered questions.

The committee commenced its clause-by-clause study of the Bill.

The Chair called Clause 1.

On Clause 1,

Alistair MacGregor moved, — That Bill C-275, in Clause 1, be amended by replacing line 6 on page 1 with the following:

“9.‍1 No person shall”

After debate, the question was put on the amendment of Alistair MacGregor and it was negatived on the following recorded division:

YEAS: Alistair MacGregor, Leah Taylor Roy — 2;

NAYS: John Barlow, Ben Carr, Francis Drouin, Dave Epp, Jean-Denis Garon, Richard Lehoux, Tim Louis, Heath MacDonald, Warren Steinley — 9.

Ben Carr moved, — That Bill C-275, in Clause 1, be amended

(a) by replacing line 6 on page 1 with the following:

“9.‍1 No person shall, without having taken the applicable biosecurity measures,”

(b) by replacing lines 8 to 10 on page 1 with the following:

“are kept, knowing that the failure to take those measures could result in the exposure of”

Debate arose thereon.

Alistair MacGregor moved, — That the amendment be amended by replacing the words “are kept, knowing that the failure to take those measures could result in the exposure of” with the following: “are kept, or take in any animal or thing, if their entering such a place or taking in the animal or thing could reasonably be expected to result in the exposure of”.

After debate, the question was put on the subamendment of Alistair MacGregor and it was negatived on the following recorded division:

YEAS: Ben Carr, Alistair MacGregor, Leah Taylor Roy — 3;

NAYS: John Barlow, Francis Drouin, Dave Epp, Jean-Denis Garon, Richard Lehoux, Tim Louis, Heath MacDonald, Warren Steinley — 8.

The committee resumed consideration of the amendment of Ben Carr, — That Bill C-275, in Clause 1, be amended

(a) by replacing line 6 on page 1 with the following:

(b) by replacing lines 8 to 10 on page 1 with the following:

“are kept, knowing that the failure to take those measures could result in the exposure of”

“liable to a fine not exceeding twenty-five thousand dollars or to imprisonment for a term not exceeding three months,”

(b) by replacing lines 6 and 7 on page 2 with the following:

“ceeding one hundred thousand dollars or to imprisonment for a term not exceeding one year, or”

After debate, the question was put on the amendment of Leah Taylor Roy and it was agreed to on the following recorded division:

Leah Taylor Roy moved, — That Bill C-275, in Clause 2, be amended by deleting lines 9 to 15 on page 2.
