At 11:13 a.m., the sitting resumed.
It was agreed, — That the First Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:
Your Subcommittee met on Thursday, October 22, 2020, to consider the business of the Committee and agreed to make the following recommendations:
1. That the Committee invite the Minister of Innovation, Science and Industry, the Minister of Economic Development and Official Languages, the Minister for Women and Gender Equality and Rural Economic Development, and the Minister of Small Business, Export Promotion and International Trade to appear regarding the Main Estimates for the fiscal year ending March 31, 2021, for a combined maximum of three meetings.
2. That pursuant to Standing Orders 110 and 111, the Committee considers the Order in Council appointment of Lisa Campbell to the position of President of the Canadian Space Agency, referred to the Committee on Friday, October 2, 2020, as well as the Order in Council appointment of Marsha Walden to the position of President of the Canadian Tourism Commission, referred to the Committee on Friday, September 25, 2020.
3. That, pursuant to Standing Order 108(2), the committee undertake a study of Canadian Response to the COVID-19 Pandemic, and that the evidence and documentation received by the committee during the 1st Session of the 43rd Parliament on the subject be taken into consideration by the committee in the current session.
4. That, pursuant to Standing Order 108(2), the committee undertake a study of Investment Canada Act, and that the evidence and documentation received by the committee during the 1st Session of the 43rd Parliament on the subject be taken into consideration by the committee in the current session.
Marsha Walden made a statement and answered questions.
Lisa Campbell made a statement and answered questions.

The committee commenced consideration of a draft report.
It was agreed, — That the draft report be adopted.
It was agreed, — That the report be entitled: "Fraudulent Calls in Canada: A Federal Government's First Start".
It was agreed, — That the Chair, clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.
It was agreed, — That, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.
ORDERED, — That the Chair present the report to the House.
ORDERED, — That the clerk and analysts of the committee, in consultation with the Chair, prepare a news release for publication on the Committee's website and for distribution upon presentation of the report to the House.
ORDERED, — That the clerk of the committee make the necessary arrangements for a press conference to be held on after the presentation of the committee's report to the House on Fraudulent Calls in Canada: A Federal Government's First Start.
It was agreed, — That the Chair report to the House on the Order in Council appointment dated August 31, 2020, appointing Lisa Campbell to the position of President of the Canadian Space Agency (referred to the Committee on Friday, October 2, 2020) stating that the Committee found that the appointee has the qualifications and competence to perform the duties of the post to which she is appointed.
It was agreed, — That the Chair report to the House on the Order in Council appointment dated August 14, 2020, appointing Marsha Walden to the position of President and Chief Executive Officer of the Canadian Tourism Commission (referred to the Committee on Friday, September 25, 2020) stating that the Committee found that the appointee has the qualifications and competence to perform the duties of the post to which she is appointed.
