Pursuant to the order of reference of Monday, April 19, 2021, the committee commenced consideration of Bill C-15, An Act respecting the United Nations Declaration on the Rights of Indigenous Peoples.

Motion

Jamie Schmale moved, — That, the Minister of Justice be invited to appear in relation to the committee’s study of Bill C-15 at 11:00 a.m. on Thursday, April 22, 2021, before clause-by-clause consideration of the bill begins.

It was agreed, — That the debate on the motion be adjourned until the second hour of the meeting following witness testimony.

The Minister made a statement and, with Daniel Quan-Watson, answered questions.

At 12:16 p.m., the sitting was suspended.

At 12:18 p.m., the sitting resumed.

Laurie Sargent, Koren Marriott, Ross Pattee, Sandra Leduc and Marla Israel answered questions.

It was agreed, — That the committee continue to sit past its regular hour of adjournment to complete rounds of questions with witnesses and discuss the motion moved by Jamie Schmale.

Questioning of the witnesses resumed.

The committee proceeded to the consideration of matters related to committee business.

Motion

Jaime Battiste moved, — That, notwithstanding the motion adopted Tuesday, March 9, 2021, and in relation to its study of Bill C-15, the committee accept the brief provided by the Royal Society of Canada.

After debate, the question was put on the motion and it was agreed to.

The committee resumed consideration of the motion of Jamie Schmale, — That, the Minister of Justice be invited to appear in relation to the committee’s study of Bill C-15 at 11:00 a.m. on Thursday, April 22, 2021, before Clause-by-Clause consideration of the bill begins.

After debate, the question was put on the motion and it was negatived on the following recorded division:

YEAS: Marilène Gill, Eric Melillo, Jamie Schmale, Gary Vidal, Arnold Viersen — 5;

NAYS: Gary Anandasangaree, Jaime Battiste, Leah Gazan, Marcus Powlowski, Adam van Koeverden, Lenore Zann — 6.

It was agreed, — That each party submit questions for the Minister of Justice via the clerk of the committee by 5:00 p.m. on Tuesday, April 20, 2021; that the number of questions each party is permitted to submit be as follows: Liberal Party – 5, Conservative Party – 5, Bloc Quebecois – 4, New Democratic Party – 4; that bilingual responses be provided to the clerk of the committee by 5:00 p.m. on Wednesday, April 21, 2021, and the responses be distributed to members.

At 1:26 p.m., the committee adjourned to the call of the Chair.
