Pursuant to Standing Order 108(2), the committee commenced its study of the impact of COVID-19 on displaced persons from Venezuela and Myanmar.

The committee proceeded to the consideration of the draft report.

It was agreed, — That the draft report, as amended, be adopted.

It was agreed, — That the report be entitled: "Igniting a crisis: The devastating impacts of COVID-19 on displaced populations globally".

It was agreed, — That the Chair, clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

It was agreed, — That dissenting or supplementary opinions be in Calibri 12-point font, left aligned, single-spaced, and be submitted electronically, in both official languages, to the clerk of the committee, no later than Friday, April 16, 2021 at noon.

ORDERED, — That the Chair present the report to the House.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the clerk contact the Embassy of the Republic of Kyrgyz in order to obtain further information regarding its request for a meeting with the Standing Committee.

It was agreed, — That the briefing on the current situation of Alexei Navalny be held in camera.

At 4:48 p.m., the sitting was suspended.

At 4:57 p.m., the sitting resumed in public.

MOTION

The committee resumed consideration of the motion moved by Heather McPherson on Thursday, February 18, 2021, as amended on Tuesday March 23, 2021- That the committee recognizes that due to a variety of factors, the government has faced delays in the supply of vaccines for Canadians through national manufacturing and international procurement; Canada is the only G7 country accessing vaccines through COVAX, an initiative intended to provide vaccines to high risk individuals in low and middle income countries. The committee further recognizes that this failure by the government to secure domestic supply makes Canadians more vulnerable to dangerous variants and extends the detrimental global economic impacts of COVID-19 by delaying vaccinations to high-risk people in poor countries. Finally, that the Minister of International Development be invited to discuss this issue with the members of the committee.

AMENDMENT

The committee resumed consideration of the amendment moved by Robert Oliphant on Tuesday, March 23, 2021, — That the motion be amended by replacing the words “The committee further recognizes that this failure by the government to secure domestic supply” with the words “While the committee recognizes the leadership by the Canadian government in the COVAX initiative, it also has concerns that the limited supply of vaccines in Canada.”

SUBAMENDMENT

The committee also resumed consideration of the subamendment moved by Stéphane Bergeron on Tuesday, March 23, 2021, — That the amendment be amended by replacing the words “While the committee recognizes the leadership by the Canadian government in the COVAX initiative, it also has concerns that the limited supply of vaccines in Canada” with the words “These supply difficulties accentuate the vulnerabilities of Canadians” and deleting the words “makes Canadians more vulnerable.”

Debate arose thereon.

By unanimous consent, it was agreed, that the subamendment, the amendment as amended, and the main motion, as amended, be adopted.

The motion, as amended, read as follows:

That the committee recognizes that due to a variety of factors, the government has faced delays in the supply of vaccines for Canadians through national manufacturing and international procurement; Canada is the only G7 country accessing vaccines through COVAX, an initiative intended to provide vaccines to high risk individuals in low and middle income countries. These supply difficulties accentuate the vulnerabilities of Canadians to dangerous variants and extends the detrimental global economic impacts of COVID-19 by delaying vaccinations to high-risk people in poor countries. Finally, that the Minister of International Development be invited to discuss this issue with the members of the committee

Motion

Hedy Fry moved, — That the committee devote three meetings to a study, — on the nature of and solutions to, the increasing violence and human rights abuses by right-wing extremists against women, LGBTQ2+, ethnic minorities, female journalists, and parliamentarians, inflicted and condoned by certain nation states, through legislation, policies and incarcerations.

Amendment

Michael D. Chong moved, — That the motion be amended by deleting the words “right-wing”.

At 5:33 p.m., the committee adjourned to the call of the Chair.
