Pursuant to Standing Order 106(2), the Clerk of the Committee proceeded to the election of a Vice-Chair.

On motion of Greg Fergus, it was agreed, — That Pierre-Luc Dusseault be elected Second Vice-Chair of the Committee.

Pursuant to Standing Order 108(2), the Committee commenced consideration of the subject matter of Bill C-97, An Act to implement certain provisions of the budget tabled in Parliament on March 19, 2019, and other measures.

Trevor McGowan made a statement and, with Maude Lavoie, Pierre Leblanc, Blaine Langdon and Mark Maxson, answered questions.

The Committee proceeded to the consideration of matters related to Committee business.

Motion

Tom Kmiec moved, — That, pursuant to Standing Order 108(2), the Committee undertake a study of Canada's 2017 decision to join the Asian Infrastructure Investment Bank (AIIB) and report to the House on: (a) how joining the AIIB has impacted Canada's representation at the Breton-Woods international financial institutions, particularly the International Monetary Fund and the World Bank; (b) how joining the AIIB aligns with Canada's domestic and foreign economic and development goals; and that, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report within 120 days.

The question was put on the motion and it was negatived on the following recorded division:
