Pursuant to the Order of Reference of Tuesday, March 22, 2016 and section 343 of the Canadian Environmental Protection Act, 1999 and the motion adopted by the Committee on Thursday, February 25, 2016, the Committee resumed the statutory review of the Act.

John Smol, Robert Larocque, Ed Gibbons and Pam Cholak made statements and, with Nadine Blaney, answered questions.

At 5:08 p.m., the sitting was suspended.

At 5:10 p.m., the sitting resumed in camera.

The Committee proceeded to the consideration of matters related to Committee business.

At 5:15 p.m., by unanimous consent and pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit.

It was agreed, — That the Seventh Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

1. That the analysts prepare a 2 page document on the topics raised in committee in relation to the Review of The Canadian Environmental Protection Act, 1999 for the meeting of Tuesday, December 6, 2016; and that the committee meet to discuss this document and the future business of the committee.

2. That the Committee meet to consider Bill C-18, An Act to amend the Rouge National Urban Park Act, the Parks Canada Agency Act and the Canada National Parks Act on Thursday, December 8, 2016 and if required on Tuesday, December 13, 2016; that the committee hear from no more than 4 witnesses (one panel); that one witness be the Parks Canada Agency; and that the committee schedule clause-by-clause consideration of the bill for Thursday, December 8, 2016 and that clause-by-clause may be deferred until Tuesday, December 13, 2016 if required.

3. That members submit names of witnesses for Bill C-18, An Act to amend the Rouge National Urban Park Act, the Parks Canada Agency Act, as soon as possible to the Clerk of the Committee.

4. That the committee meet to consider a draft report for the study on Protected Areas on Tuesday, December 13, 2016 and Thursday, December 15, 2016.

It was agreed, — That the members of the Committee submit to the Clerk of the Committee all of their proposed amendments to Bill C-18 no later than 4:00 p.m. on Wednesday, December 7, 2016.

It was agreed, — That the Committee do now adjourn.

At 5:27 p.m., the Committee adjourned to the call of the Chair.
